Prabowo Orders Ministers to Devise Best Solution for Whoosh Train Debt

TEMPO.CO, Jakarta - Indonesian President Prabowo Subianto has instructed his ministers to devise the optimal plan to resolve the debt issues related to the Jakarta-Bandung Whoosh High-Speed Train. This plan should include specific figures and the most favorable debt resolution scenarios for the government.

State Secretary Minister Prasetyo Hadi explained that the order was given by President Prabowo to the ministers during a limited meeting at the Presidential Palace in Jakarta on Thursday night, October 29, 2025.

"Pak Airlangga, Minister of Finance, and also the CEO of Danantara, were asked to recalculate the details. Then we'll explore options to, for example, extend the loan period. It is part of the scenarios and the best scheme," Prasetyo Hadi responded to questions from reporters when met during his activities in Jakarta on Thursday night, as quoted from Antara.

Ministers who attended the meeting included Coordinating Minister for the Economy Airlangga Hartarto, Finance Minister Purbaya Yudhi Sadewa, Investment and Industrial Estate Minister, as well as Danantara CEO Rosan Perkasa Roeslani, State Secretary Minister Prasetyo Hadi, Bank Indonesia Governor Perry Warjiyo, and Cabinet Secretary Teddy Indra Wijaya.

"Yesterday, during the meeting (regarding Whoosh), it was one of the topics discussed. The government is seeking the best scheme, including calculations of the figures, and possibilities for us to request an extension of the payment period," said Prasetyo Hadi.

Nevertheless, Pras continued, the government is not only solving the Whoosh issue but also other transportation problems.

"Not only Whoosh, yes, from non-high-speed train transportation, then bus transportation, ship transportation, we are trying to improve them all," he said.

The Jakarta-Bandung High-Speed Train project has attracted public attention due to its debt burden of Rp116 trillion. Regarding this issue, Finance Minister Purbaya explained that the government would not use the State Budget to bear the burden of Whoosh debt. According to him, the debt from the project is not a state burden, but rather a burden for the SOEs involved.

On a separate occasion, COD Danantara, who is also the Head of the State-Owned Enterprises Holding Regulation Agency, Dony Oskaria, explained that negotiations for restructuring Whoosh's debt are ongoing.

"We continue to negotiate. We will depart again (to China) to negotiate the terms and the borrowing. This is a negotiating point related to the loan period, interest rates, and there are also several currencies that we will discuss with them," said Dony at the Ministry of Finance office in Jakarta on Thursday, October 23, 2025.

The negotiation team from Danantara will discuss the debt restructuring with the Chinese government and partner companies involved in the Indonesian-China High-Speed Train Consortium (KCIC).
