Prabowo Proposes Redirecting Rp13.2tn CPO Corruption Funds to LPDP Scholarship

TEMPO.CO, Jakarta - Indonesia's President Prabowo Subianto plans to allocate Rp13.2 trillion, recovered from the crude palm oil (CPO) corruption case, to fund scholarships under the Indonesia Endowment Fund for Education (LPDP).

Prabowo made the proposal to Finance Minister Purbaya Yudhi Sadewa during a cabinet meeting marking his administration’s first year in office, held at the State Palace in Jakarta on October 20, 2025.

The President said he aims to strengthen LPDP’s funding through budget efficiency measures and the use of assets confiscated from corruption cases.

“Perhaps the Rp13 trillion seized or confiscated by the Attorney General’s Office can be handed over to the Finance Minister. A portion of it might be allocated to LPDP for the future,” Prabowo said.

He emphasized that improving education is key to helping Indonesia catch up with other nations. Citing statistics, Prabowo noted that in many countries, around 1 percent of the population typically has an IQ of 120 or above. Applying that ratio, around 2.8 million Indonesians, out of a total population of 287 million, are estimated to have similar intellectual potential.

“We must identify these individuals, regardless of whether they come from middle-class or underprivileged backgrounds. Many children from low-income families are highly intelligent. We need to find and support them,” Prabowo asserted.

The Attorney General’s Office recently handed over the Rp13.2 trillion in seized funds following a Supreme Court ruling that overturned an earlier acquittal issued by the Jakarta Corruption Court for three corporations involved in the CPO case.

The companies—Wilmar, Permata Hijau, and Musim Mas—had been accused of committing corruption related to export quota submissions to the Ministry of Trade.

Wilmar alone was ordered to pay Rp11.8 trillion in compensation, which included Rp1.65 trillion in state financial losses and Rp8.52 trillion in losses to the business sector and households.

In total, the Wilmar Group, Musim Mas Group, and Permata Hijau Group were required to pay Rp17 trillion in restitution, leaving a shortfall of Rp4 trillion yet to be recovered.
