Roles, Sanctions of Seven of the Dozens of Police Members Who Extorted Malaysian Concertgoers at DWP 2024

TEMPO.CO, Jakarta - The prosecution of extortion case against Djakarta Warehouse Project (DWP) concertgoers by members of the Indonesian National Police (Polri) continues. Now, as of last Friday, January 3, 2024, at least seven of the dozens arrested have been sanctioned in the form of dismissal to demotion.

Of the seven individuals, three were given sanctions of dismissal or dishonorable discharge (PTDH), then three others were demoted - a transfer of a position to a lower position - for 8 years, and one other was demoted for 5 years.

So who are the police officers who have been sanctioned and what are their roles?

Previously, the extortion case that occurred at the DWP festival on December 13-15, 2024 surfaced after a number of victims spoke out on social media about the extortion they experienced under the guise of a drug raid. They admitted that they were forced to hand over a sum of money because the police threatened to arrest them.

Head of the Propam Division of the National Police, Inspector General Abdul Karim, said that he had confiscated evidence in the form of money amounting to Rp2.5 billion. In this case, there were 45 Malaysian citizens who were victims. Then, there were 18 members of the National Police involved, they were personnel from the Metro Jaya Police, Central Jakarta Police, and Kemayoran Police.

The following are the police officers who have been sanctioned and their involvement in the extortion case of the 2024 DWP concertgoers:

1. Former Director of the Metro Jaya Police Narcotics Investigation, Senior Commissioner Donald Parlaungan Simanjuntak

Former Director of the Metro Jaya Police Narcotics Investigation, Senior Commissioner Donald Parlaungan Simanjuntak is one of three police officers who were dismissed, aka PTDH sanctions as a result of this case. The Professional and Security Division or Propam Police revealed that Donald as a leader should have prevented the extortion of the 2024 DWP audience.

"As a leader, he should have been able to assess whether it was a violation or not. The leader can prohibit it. If (Donald) knew but let it happen, of course the leader is responsible," said the Head of the Professional Supervision and Development Bureau of the Propam Division of the National Police, Brigadier General Agus Wijayanto at the TNCC Building, National Police Headquarters, Thursday, January 2, 2025.

According to Agus, the dismissal sanction imposed on Donald is in line with the message of the Chief of Police, General Listyo Sigit Prabowo, regarding violations where his leader allowed it to happen. Agus assessed that Donald should have been able to stop the extortion activities during the 2024 DWP, but he did not do so.

"There must be steps to stop it, because there is an obligation for the leader to be able to stop it, but it was not done," said Agus.

2. Former Head of Unit 1, Sub-Directorate 3, Directorate of Drug Investigation, Metro Jaya Police, Adjunct Commissioner Yudhy Triananta Syaeful

Head of Public Information of the Public Relations Division of the National Police, Brigadier General Trunoyudo Wisnu Andiko, said that former Head of Unit 1, Sub-Directorate 3, Directorate of Drug Investigation, Metro Jaya Police, Adjunct Commissioner Yudhy Triananta Syaeful, was proven to have extorted an audience accused of drug abuse. Due to his actions, Yudhy received a PTDH sanction.

"The person concerned, the alleged violator, while serving as Head of Unit, had secured the audience of the 2024 DWP concert, consisting of foreign citizens and Indonesian citizens who were suspected of drug abuse, but during the examination of the person who was secured, he had asked for money in return for his release or release," said Trunoyudo.

3. Former Head of Sub-Directorate III of the Jakarta Metro Police Narcotics Directorate, Senior Commissioner Malvino Edward Yusticia

Like Yudhy, Trunoyudo said that former Head of Sub-Directorate III of the Jakarta Metro Police Narcotics Directorate, Senior Commissioner Malvino Edward Yusticia was also proven to have committed similar acts against the 2024 DWP audience. The perpetrators asked the victims for money in exchange for their release. Similar to Donald and Yudhy, Malvino was also given a dismissal sanction.

"During the examination of the person who was arrested, he had requested money in exchange for his release or release," said Trunoyudo in a press conference at the National Police Headquarters, Thursday, January 2, 2024.

4. Former Head of Unit 5 Sub-Directorate 2 of the Jakarta Metro Police Narcotics Directorate, Police Commissioner Dzul Fadlan

Former Head of Unit 5 Sub-Directorate 2 of the Jakarta Metro Police Narcotics Directorate, Police Commissioner Dzul Fadlan (DF) was given an 8-year demotion and 30-day special placement because he was proven to be involved. According to Kompolnas Commissioner Choirul Anam, DF played an important role in this case. His testimony is said to clarify who had control over the extortion.

"So the structure of the event is that in the logic of the structure of the event, there are those who are indeed responsible because of their position. There are those who actively carry out the despicable actions, that's what was revealed earlier," said Choirul Anam to the media, Friday.

5. Former Head of Unit 1, Sub-Directorate 3, Directorate of Drug Investigation, Metro Jaya Police, IPTU Syaharuddin

Choirul Anam said that former Head of Unit 1, Sub-Directorate 3, Directorate of Drug Investigation, Metro Jaya Police, IPTU Syaharuddin (S) was also involved in this case and was also given a sanction in the form of DF, namely a one-eighth demotion plus 20 days of special placement. Meanwhile, in a written statement, Trunoyudo said that both DF and S were proven to have committed violations while on duty securing the audience of the DWP concert.

"During the examination of the person who was arrested, (the person concerned) had asked for money in exchange for his release or release," said Trunoyudo in a written statement on Friday, January 3, 2025.

6. Police Inspector One Sehatma Manik

Police Inspector One or Iptu Sehatma Manik (SM) is one of three police officers who were given an administrative sanction of eight years' demotion. Head of Public Relations Division of the National Police Public Relations Division, Senior Commissioner Erdi A Chaniago, revealed that SM was proven to have participated in extorting DWP 2024 viewers.

7. Brigadier Fahrudun Rizki Sucipto

Like SM, Brigadier Fahrudun Rizki Sucipto (FRS) was also found guilty of extortion. The difference is, FRS was only sanctioned in the form of a 5-year demotion. Senior Commissioner Erdi said that SM and FRS's roles were discovered after examining 8 witnesses who attended the National Police Code of Ethics Commission (KKEP) hearing.

"From the results of the examination of witnesses and suspects, the roles of each suspect have been classified," he said
