TEMPO.CO, Jakarta - The United States reached separate ceasefire agreements on Tuesday with Ukraine and Russia to halt attacks at sea and the targeting of energy infrastructure. The U.S. also agreed to lift some sanctions against Russia.
Although it is not yet clear when or how the Black Sea maritime security agreement will take effect, it marks the first formal commitment by both warring parties since President Donald Trump took office. Trump pushed to end the war in Ukraine and restore relations with Moscow. The restoration of U.S.-Russia relations has raised concerns in Ukraine and European countries.
Washington is committed to helping facilitate the lifting of international sanctions on Russia's agricultural sector and fertilizer exports. Russia has long demanded that these sanctions be lifted.
Shortly after the U.S. announcement, the Kremlin said the Black Sea agreement would not take effect unless the relationship between some Russian banks and the international financial system is restored.
According to Reuters, Ukrainian President Volodymyr Zelensky stated that the ceasefire agreement with Russia does not require sanction relief. The ceasefire will take effect soon. He called the Kremlin's statement an attempt to manipulate the agreement.
"They are already trying to distort agreements and, in fact, deceive both our intermediaries and the entire world," Zelensky said in a video address that evening.
Russia and Ukraine both rely on the U.S. to enforce the cease-fire agreement. However, they are skeptical that the ceasefire will be adhered to.
"We will need clear guarantees," Russian Foreign Minister Sergei Lavrov said. "And given the sad experience of agreements with just Kyiv, the guarantees can only be the result of an order from Washington to Zelenskiy and his team to do one thing and not the other."
Zelenskiy said that if Russia violates it, he will ask Trump to impose additional sanctions on Moscow. He also asked the U.S. to provide more weapons for Ukraine. "We have no faith in the Russians, but we will be constructive," he said.
In an interview with Newsmax, Trump acknowledged that Russia might try to delay the end of the war. "I think that Russia wants to see an end to it, but it could be they're dragging their feet. I've done it over the years," he said.
