TEMPO.CO, Jakarta - The Jakarta High Court increased the sentence of PT Quantum Skyline Exchange money changer entrepreneur Helena Lim in a tin corruption case. The judge sentenced her to 10 years in prison after declaring Helena guilty in a corruption case that caused the state to lose around Rp300 trillion.
"Sentencing the defendant Helena Lim to 10 years in prison," said Chief Justice Budi Susilo while reading the appeal verdict at the Jakarta High Court, Cempaka Putih, Central Jakarta, Thursday, February 13, 2025.
In addition to imprisonment, Helena is required to pay a fine of Rp1 billion. If the fine is not paid, it will be replaced with a six-month prison sentence.
This verdict is heavier than the verdict of the Corruption Crime Court (Tipikor) at the Central Jakarta District Court, which sentenced Helena to five years in prison. At that time, the prosecutor demanded that Helena be sentenced to eight years in prison.
In addition to the fine, the judge also ordered Helena to pay compensation of Rp900 million. If not paid, her assets will be confiscated and auctioned to cover state losses. "If he does not have any property, the defendant is sentenced to 5 years in prison," said the judge in the courtroom of Prof. Dr. H. M. Syarifuddin.
The public prosecutor filed an appeal after the verdict in the first instance court. They considered the five-year sentence too light compared to Helena's role in the corruption of PT Timah.
As the owner of the money exchange company PT Quantum Skyline Exchange (QSE), Helena Lim was also involved in the corruption of the tin trade. She played a role in collecting security funds collected by Harvey Moeis, a representative of PT Refined Bangka Tin (RBT), from a number of smelter companies that mined illegally in the mining business permit (IUP) area of PT Timah.
The smelter companies suspected of being involved in this practice include CV Venus Inti Perkasa, PT Sariwiguna Binasentosa, PT Stanindo Inti Perkasa, PT RBT and PT Tinindo Internusa. The security funds collected by Harvey were packaged in the form of corporate social responsibility (CSR) donations, with a value of 500-750 US dollars per metric ton.
Helena Lim is said to have played a role in exchanging the funds from Rupiah to US Dollars, totaling 30 million US dollars. The money was then handed over in stages to Harvey Moeis in cash, via a PT QSE courier. From this transaction, Helena allegedly gained a profit of up to Rp900 million. The money from the profits was said to have been used for personal interests, including buying a house, a car, and 29 luxury bags.
