Bappenas Emphasizes the Importance of Rural Environmental Preservation

Bappenas highlights the need for rural environmental preservation to address the impacts of the climate crisis and promote local economic transformation and social resilience.

Tri Dewi Firgiyanti, Deputy for Regional Development at the Ministry of National Development Planning (Bappenas), underscored the urgency of preserving rural environments to confront the challenges posed by the climate crisis. According to data from the Ministry of Environment and Forestry (KLHK) in 2021, 9,075 villages in Indonesia are classified as vulnerable to disasters caused by climate change.  

This crisis has the potential to trigger land degradation, land-use changes, increased frequency of disasters, and a worsening poverty rate. To tackle these issues, Bappenas advocates a cross-sectoral approach focusing on strengthening rural development in terms of competitiveness, productivity, socio-cultural aspects, and the environment.  

"The strengthening of local economies is directed towards the development of village flagship products through the transformation of Village-Owned Enterprises (BUMDes), the establishment of Small and Medium Industries Centers (IKM), and the development of rural tourism. Meanwhile, for social resilience, inclusive villages and social accountability are the main priorities," Tri Dewi stated during the PKK National Coordination Meeting in Jakarta on Tuesday, November 19, 2024.  

In terms of environmental preservation, efforts focus on enhancing rural resilience to climate change and strengthening disaster mitigation. According to her, this approach aligns with national priorities to develop from the village level upward to create inclusive economic growth, equitable welfare, and poverty alleviation.  

To date, 16.25 percent of villages in Indonesia have achieved the status of "independent village." The concept of an independent village includes high-quality basic services, adaptive and accountable governance, and integrated ecological and social resilience. "Village development must remain consistent with the visions of the National Long-Term Development Plan (RPJPN) and the National Medium-Term Development Plan (RPJMN), emphasizing sustainability and strengthening local identity," Tri Dewi said.  

Additionally, the government, through the Village Governance and Development Strengthening Program (P3PD), involves five ministries: the Ministry of Home Affairs (Kemendagri), the Ministry of Villages (Kemendes), the Coordinating Ministry for Human Development and Culture (Kemenko PMK), the Ministry of Finance (Kemenkeu), and the Ministry of National Development Planning (Kemen PPN/Bappenas). This program aims to improve the quality of village planning and development to align with national policies while strengthening village autonomy as mandated by the Village Law. (*)
