TEMPO.CO, Jakarta - Indonesia Corruption Watch (ICW) has discovered that three foundations partnered with the National Nutrition Body for the Free Nutritious MealProgram (MBG) are affiliated with individuals previously convicted of corruption.
This finding stems from an ICW survey of 102 foundations conducted randomly across various Indonesian regions between October and November 2025.
ICW researcher Seira Tamara explained that the discovery of foundations linked to former corruption convicts was not the initial focus of the investigation. ICW was initially surveying MBG-affiliated foundations linked to political parties, government officials, law enforcement agencies, President Prabowo Subianto’s volunteer groups, former state officials, businessmen, and active or non-active military personnel.
Seira noted that corruption was not a predetermined category in ICW's framework. However, the survey unexpectedly identified affiliations with former convicts.
"It turns out that during the survey, it showed four former corruptors, which we thought was not a small number," said Seira during the presentation of the investigation results at the ICW office in Jakarta on November 25, 2025.
According to Seira, placing individuals with a corruption track record in foundations managing the MBG is questionable, especially considering the large budget involved.
The three foundations found to be affiliated with former corruption convicts are: Yayasan Lazuardi Kendari, Yayasan Indonesia Food Security Review, and Yayasan Abdi Bangun Negeri.
These three foundations are linked to four former convicts: Nur Alam and Mohammad Zayat Kaimoeddin (affiliated with Yayasan Lazuardi Kendari); Burhanuddin Abdullah (Yayasan Indonesia Food Security Review); and Abdul Hamid Payapo (Yayasan Abdi Bangun Negeri).
Corruption Case Details
Nur Alam: The former Governor of Southeast Sulawesi was sentenced to 12 years in prison by the Jakarta Corruption Court on March 28, 2018. He was convicted in a corruption case involving the issuance of mining business permits for PT Anugrah Harisma Barakah (AHB) and receiving gratuities worth Rp40.2 billion from PT Richcorp Ltd.
Muhammad Zayat Kaimoeddin: He was involved in a corruption case related to the quality improvement project for SLTP (Junior High School) at the Department of Education and Culture of Southeast Sulawesi in 2003.
Burhanuddin Abdullah: He was sentenced to five years in prison in October 2008 for corruption involving the allocation of Rp100 billion from Bank Indonesia to former Bank Indonesia officials and members of the House of Representatives.
Seira confirmed that the foundation data surveyed by ICW was sourced from the official website of the Directorate General of General Legal Administration (AHU) of the Ministry of Law. Affiliated individuals were traced through the official foundation structure listed in the AHU data and verified using secondary sources regarding their background, identity, and affiliations.
