TEMPO.CO, Jakarta - The Ministry of Finance has started mapping the potential state revenue from the underground economy. Minister of Finance, Sri Mulyani Indrawati, said the ministry collaborates with the Minister of Small and Medium Enterprises (SMEs), the Minister of Cooperatives, and the Minister of Political and Security Affairs in the process.
The state treasurer said several types of underground economic activities are currently being mapped. "The activities vary, but they are currently grouped under illegal activity, underground economy, and informal economy," she said at a press conference at the Directorate General of Customs and Excise office, East Jakarta, Thursday, November 14, 2024.
For illegal activities like online gambling, Sri Mulyani said, her ministry works with the Coordinating Ministry for Political and Security Affairs. "If the underground economy is illegal in nature, for crimes such as online gambling, we will work with the Coordinating Minister for Political and Security Affairs," she said.
The mapping process for the underground economy grouped under illegal activities is unlike that of an informal economy. Informal economic activities typically run in a small capacity, which necessitates a strengthening process in addition to mapping.
To map taxes from these informal activities, the Ministry of Finance will cooperate with relevant ministries, such as the Ministry of SMEs, Ministry of Cooperatives, Ministry of Agriculture, and Ministry of Maritime Affairs and Fisheries.
Underground economy potential can also be found in business players who actively avoid paying taxes and other non-tax levies. Sri Mulyani gave an example of transfer pricing in crude palm oil tax evasion cases. The minister said she had assigned the Vice Minister of Finance, Anggito Abimanyu, to deal with these cases.
