TEMPO.CO, Jakarta - The Indonesian Business Competition Supervisory Commission (KPPU) will deliver its ruling on the alleged Google Play Billing monopoly case next Tuesday, January 21, 2025.
“Next week, the Google ruling will be announced,” confirmed Deswin Nur, Head of the KPPU Public Relations and Cooperation Bureau, in a statement on Tuesday, January 14, 2025.
KPPU Chair M. Fanshurullah Asa previously explained that the investigation into this case, which began on September 14, 2022, centers on allegations of abuse of dominant market position, conditional sales, and discriminatory practices in the distribution of digital applications in Indonesia.
The investigation stemmed from KPPU research into Google's policy requiring the use of Google Play Billing (GPB) for in-app purchases. “For using GPB, Google charges applications a service fee ranging from 15% to 30% of the purchase price,” Asa told the media earlier in January.
A variety of applications are subject to the GPB requirement, including (i) applications offering subscriptions (such as education, fitness, music, or video streaming services), (ii) applications offering in-game digital items, (iii) applications providing content or benefits (such as ad-free versions of applications); and (iv) applications offering cloud software and services (such as data storage services and productivity applications).
KPPU found that Google mandates the use of GPB for in-app purchases on applications distributed through the Google Play Store. Moreover, Google prohibits the use of alternative payment methods within GPB.
Applications subject to this requirement have little choice but to comply, as Google can impose sanctions such as removal from the Google Play Store or restrictions on application updates.
“The GPB usage policy was effectively implemented on June 1, 2022. KPPU also identified various other alleged violations by Google,” Asa added.
