TEMPO.CO, Jakarta - The Government of North Sumatra Province of Indonesia stated that the document on Post-Disaster Rehabilitation and Reconstruction (R3P) was completed according to the set schedule, which was the end of January 2026. The Acting Secretary of the North Sumatra Provincial Government, Sulaiman Harahap, ensured this during a virtual coordination meeting on the progress of R3P development with the Coordinating Ministry for Maritime Affairs and Investment at the governor's office.
"According to the timeline, the drafting stage is currently underway. After that, there will be consultations and consolidations. By the end of January, the provincial R3P is targeted to be finalized and signed by the governor," said Sulaiman on Wednesday, January 7, 2026.
Sulaiman mentioned that the filling of the post-disaster needs assessment table or Jitupasna is still being processed by each regional apparatus organization (OPD) as well as by the district and city governments. The North Sumatra Provincial Government is expediting the document preparation process through synchronization, inventorying, and data validation.
Next, the activities to be carried out will involve facilitating and accompanying the districts and cities in assessing post-disaster needs. This will be followed by the collection of information and documentation required for joint development with the National Disaster Management Agency (BNPB). The Head of the General and Financial Bureau of the Coordinating Ministry for Maritime Affairs and Investment in the Infrastructure and Regional Development Sector, A Lambok Sihombing, stated that the coordination meeting was held to ensure that each region prepares the necessary documents.
R3P will serve as the basis for analyzing strategic planning documents prepared by the central and regional governments, serving as the legal and operational foundation for restoring disaster-affected areas. "This document summarizes accurate data on damages and losses based on a by-name, by-address approach in five main sectors, namely housing, infrastructure, productive economy, social, and cross-sector," said Lambok.
A day earlier, during the same virtual coordination meeting with the Ministry of Home Affairs, North Sumatra Governor Bobby Nasution stated that they would soon issue a Decree on Disaster-Affected Houses to expedite the distribution of aid to the victims. Currently, 15 regions have issued the decree. Two regions, namely Tebingtinggi and Medan, are still in the process, while Asahan and Batubara Regencies did not apply.
"We are issuing the decree to expedite the distribution of aid to the people; the rest will be refined because, according to BNPB, the data can be corrected," said Bobby.
The issuance of the decree accelerates post-disaster recovery in North Sumatra. The number of people living in shelters will decrease, especially those whose houses are lightly and moderately damaged. "People who want to return home and resume activities need assistance. This is what the Ministry of Social Affairs and BNPB are providing to reduce the number of evacuees," he added.
The Ministry of Social Affairs is providing post-disaster aid of Rp3 million per family for household furniture and equipment. A living allowance of Rp450,000 per person per month for three months, as well as capital assistance of Rp5 million per family. Compensation for the deceased is Rp15 million, and for severe injuries, it is Rp5 million per person. These have been distributed to 111 heirs in Pidie Regency, Pidiejaya Regency, Sibolga, and Padangpanjang City.
"We are distributing aid based on the by-name, by-address data provided, so areas that assess affected communities sooner will receive aid sooner," said Minister of Social Affairs Saifullah Yusuf.
Based on BNPB data, houses with light damage are given a stimulus of Rp15 million, moderate damage Rp30 million, and severe damage Rp60 million. The Minister of Home Affairs, Tito Karnavian, emphasized that data collection and the determination of provincial decrees for flood and landslide-affected areas would be conducted promptly so that residents with lightly and moderately damaged houses can return to their normal activities.
"The key is the speed of the data; if it's fast, residents with lightly and moderately damaged houses will receive aid quickly, be able to return home, clean their houses, and resume their activities. Without government assistance, our people are very resilient. They sell near the shelters, start small businesses. Imagine if we quickly distribute aid, recovery will be quicker," said Tito.
