Tackling Air Pollution Can be Done by Improving Fuel Quality, IESR Says

TEMPO.CO, Jakarta - Emissions from fuel pose a serious threat to human health and air quality. The Executive Director of the Institute for Essential Services Reform (IESR), Fabby Tumiwa, stated that currently, the engine fuel available in Indonesia is far from the international standards set by advanced countries.

Fabby cited examples of gasoline and diesel containing sulfur up to 3,500 ppm (parts per million), which is far from the Euro 4 standard that limits sulfur content to only 50 ppm. He mentioned that currently, diesel fuel that does not comply with the Euro 4 standard is widely used in industrial vehicles in Indonesia.

He emphasized that improving fuel quality is a necessary step to take. The government could opt for the Euro 4 or Euro 5 standards already implemented by advanced countries.

"Thus, one of the most effective solutions is to enhance fuel quality," he said during the launch of the study on 'Impact Analysis of Tightening Fuel Quality Standards on Environmental, Health, and Economic Aspects' in Jakarta, Tuesday, October 19, 2024.

However, Fabby acknowledged that improving fuel quality requires significant investments. The government and private sector need to invest in cleaner fuel processing technologies and improve oil refinery infrastructure. "Although the initial costs for improving fuel quality are slightly higher, the long-term benefits are much greater," he added.

The benefits for the public include reduced healthcare costs, increased productivity, and environmental protection. The government also needs to strategize when implementing this change as there will be consequences such as fuel price hikes.

"Other efforts, such as promoting vehicle efficiency improvements, like fuel economy standards, to reduce the impact of fuel combustion in motor vehicles," Fabby stated.

He highlighted that the government needs comprehensive policies as part of this improvement. Encouraging the transition to electric power is also an option.

According to Fabby, the government could provide subsidies in the form of tax incentives or broader electric fueling facilities. Gradually, this will reduce the utilization of fossil fuels in motor vehicles.
