TEMPO.CO, Jakarta - West Java recorded the highest number of social assistance recipients found to be involved in online gambling during the first half of 2025, according to data from the Ministry of Social Affairs and the Financial Transaction Reports and Analysis Center (PPATK).
“In West Java, there are 49,431 individuals engaged in online gambling, with transactions totaling Rp199 billion,” said Social Affairs Minister Saifullah Yusuf during a closed meeting with the PPATK chairman in Jakarta on Thursday, August 7, 2025.
Following West Java, Central Java reported 18,363 recipients with gambling-related transactions amounting to Rp83 billion. East Java had 9,771 recipients with Rp53 billion in transactions.
Other provinces on the list include Jakarta, where 7,717 recipients were found with Rp36 billion in gambling transactions, Banten with 5,317 individuals and Rp25 billion, and Lampung with 5,039 recipients and Rp18 billion.
At the municipal level, Bogor Regency topped the list with 5,497 individuals and Rp22 billion in gambling transactions. Surabaya followed with 1,816 individuals and Rp9 billion, while Central Jakarta recorded 1,754 individuals and Rp9 billion.
Nationwide, PPATK's examination of recipient bank accounts found that 132,557 social aid beneficiaries were linked to online gambling during the first half of 2025, with a total transaction value of Rp542.5 billion.
The most frequently used platform was the Dana digital wallet, which recorded 303,124 transactions. This was followed by BCA with 52,727 transactions, BRI with 12,993, BNI with 4,320, and Mandiri with 2,788.
“This indicates a trend we must address seriously. Our goal is to ensure that social assistance reaches those who truly need it and is not diverted to gambling,” said Minister Saifullah Yusuf, who was joined by Deputy Minister of Social Affairs Agus Jabo.
The Ministry of Social Affairs is currently verifying and cross-checking beneficiary data to make sure that aid from the Family Hope Program (PKH) is properly distributed.
“There are still around 375,000 recipients who have received aid in the first and second quarters. With PPATK’s findings, we will reassess their eligibility for the third quarter,” Saifullah added.
