TEMPO.CO, Jakarta - President Prabowo Subianto inaugurated members of the Police Reform Commission at the Merdeka Palace, Jakarta, on the afternoon of Friday, November 7, 2025.
The commission consists of ten individuals with diverse backgrounds, including active and retired police members, legal experts, and government officials.
Those inaugurated include:
Coordinating Minister for Legal, Human Rights, Immigration, and Corrections Affairs Yusril Ihza Mahendra
Deputy Coordinating Minister for Legal Affairs, Human Rights, Immigration, and Correction Otto Hasibuan
Minister of Home Affairs Tito Karnavian
Minister of Law Supratman Andi Agtas
Former Coordinating Minister for Political, Legal, and Security Affairs (2019–2024), Mahfud Md.
Former Constitutional Court Chairperson (2003–2008) Jimly Asshiddiqie (appointed as the Commission's Chairman)
Former National Police Chief (2019–2021) Idham Azis
Former National Police Chief (2015–2016) Badrodin Haiti
Special Presidential Advisor for Security and Public Order Ahmad Dofiri
National Police Chief Listyo Sigit Prabowo
Their appointment is stipulated in Presidential Decree Number 112/P of 2025 concerning the Police Reform Acceleration Commission.
Oath of Office
Before their appointment, President Prabowo administered the oath of office to the candidates of the Commission.
"That I will be loyal to the 1945 Constitution and will carry out all legislation for the highest service to my nation and country. That I will uphold the ethics of my position and work to the best of my ability with full responsibility," said Prabowo, with the members of the Commission repeating the solemn pledge.
The inauguration was attended by members of the Red and White Cabinet, including Coordinating Minister for Political and Security Affairs Djamari Chaniago; Coordinating Minister for Economic Affairs Airlangga Hartarto; Coordinating Minister for Infrastructure and Regional Development Agus Harimurti Yudhoyono; Coordinating Minister for Food Zulkifli Hasan; Coordinating Minister for Human Development and Culture Pratikno; Foreign Minister Sugiono; State Secretary Minister Prasetyo Hadi; Immigration and Correction Minister Agus Andrianto; Indonesian Military (TNI) Commander General Agus Subiyanto; and Head of the State Intelligence Agency Muhammad Herindra.
The Police Reform Commission was formed following widespread demands for reform after mass demonstrations in late August 2025. Various groups criticized the police for alleged abuse of authority in handling the protests.
The demonstrations tragically resulted in ten deaths, including online ride-hailing driver Affan Kurniawan, who was crushed by a Mobile Brigade tactical vehicle on Pejompongan Street, Tanah Abang, Central Jakarta, on Thursday, August 28, 2025.
In response to figures from the National Conscience Movement (GNB), President Prabowo had previously expressed his willingness to reform the National Police and announced plans to establish the Commission.
Before the President's formal move, National Police Chief Listyo Sigit Prabowo preemptively formed the Police Reform Transformation Team on September 17, 2025, via National Police Chief Decree Number Sprin/2749/IX/2025. The 52-member team, led by Chief of the Police Education and Training Institute Commissioner General Chrysnanda Dwilaksana, was mandated to prepare strategic policy directions and ensure the implementation of reforms within the police organization.
