TEMPO.CO, Medan - A team led by the intelligence assistant Andri Ridwan from the North Sumatra High Prosecutor's Office arrested AL on Jl. Mayjen DI Panjaitan, Tarutung District, North Tapanuli, on Wednesday, February 19, 2025, while selling meatballs. AL, the Head of the Construction Section of the Public Works and Spatial Planning Agency of Mandailing Natal Regency, is a suspect in the corruption case related to the construction of the Madina stadium.
AL, as the Deputy Director 2 of CV Pelangi Nusantara, acted as the contractor for stadium development. The head of Legal Information at the prosecutor’s office Adre W Ginting said AL was named as a suspect on October 18, 2023. He was summoned for and evaded questioning three times, leading to his designation as fugitive on December 5, 2024.
"He did not resist arrest. We have also apprehended a fugitive in the same case, IS, on February 15, 2025, in his residence in Mencirim Village, Sunggal District, Deliserdang Regency," said Adre on Thursday, February 20. IS is currently detained at the Tanjung Gusta Prison in Medan.
This case was unveiled in 2017, involving grant funds for the continued construction of the A tribune located in Sarakmatua, Panyabungan, Mandailing Natal, amounting to around Rp2.1 billion. The budget was provided by the Ministry of Youth and Sports.
The stadium construction did not adhere to the contract, with only 87.14 percent completion of the physical work. There were deficiencies in the work volume that caused state financial losses amounting to Rp844 million.
AL violated Article 2 paragraph (1) in conjunction with Article 18 of the Corruption Eradication Law in conjunction with Article 55 paragraph (1) of the Indonesian Criminal Code, and Article 3 in conjunction with Article 18 of the Law on the Corruption Eradication Law in conjunction with Article 55 paragraph (1) of the Indonesian Criminal Code.
"We handed AL over to the Mandailing Natal District Prosecutor's Office for further processing. After a health examination, the suspect is detained at the Panyabungan detention center," said Adre.
