TEMPO.CO, Jakarta - The House of Representatives (DPR)'s Marine Commission appreciates the government's steps in sealing the sea fence built in the waters of Tangerang Regency, Indonesia.
However, the DPR's Marine Commission continues to urge the government to immediately reveal and take firm action against the parties who installed the sea fence.
"The backers and perpetrators must be arrested, it is not enough to just seal it," said member of the DPR's Marine Commission, Daniel Johan, via text message, Tuesday, January 14, 2025.
Daniel Hakul is sure that the figure of the sea fence installer that crosses the coast of 16 villages in six sub-districts in Tangerang Regency was made and funded by a community organization.
The community organization that Daniel meant was a group of fishermen who are members of the Pantura People's Network (JRP) of Tangerang Regency, Banten.
At that time, JRP claimed that the bamboo fence that stretched 30.16 kilometers in the waters of Tangerang Regency was made independently.
The politician from the National Justice Party doubted that the sea fence was made by JRP. The reason is, the long span of the fence, which reaches tens of kilometers, certainly requires a large allocation of funds.
"The claim is unreasonable. There must be someone who funded it because the sum of money needed (to make the fence) is very large," he said.
Another member of the DPR's Marine Affairs Commission, Firman Soebagyo, agreed with Daniel. He urged the government to take firm action against the perpetrators of the installation of the sea fence.
"They must be arrested, it is not enough to just seal it," said the Golkar Party politician.
On January 9, the Directorate General of Marine Resources and Fisheries Supervision (PSDKP) of the Ministry of Marine Affairs and Fisheries (KKP) sealed the sea fence that stretches across the northern waters of Tangerang Regency.
PSDKP Director General Pung Nugroho Saksono said that the sea fence was illegal if referring to the basic permit for the Suitability of Marine Space Utilization Activities (KKPRL).
Because, the fence is located in the Capture Fisheries Zone and Energy Management Zone regulated by the Regional Regulation of the Spatial Planning of the Banten Province DKP Number 2 of 2023.
In addition, he said, the fencing is also not in accordance with international practices in the United Nations Convention on the Law of the Sea (UNCLOS) 1982.
The reason is, the existence of the sea fence has the potential to cause losses for fishermen and damage the coastal ecosystem.
