Indonesia's Remaining Disaster Reserve Fund at Rp2.97 Trillion

TEMPO.CO, Jakarta - The Ministry of Finance announced that the Indonesian government has Rp2.97 trillion remaining in its disaster reserve fund, which can be used for disaster management in Sumatra. The total disaster reserve in the 2025 State Budget (APBN) is Rp5 trillion.

"We allocated Rp5 trillion for disaster reserves at the beginning of the year, and there is still Rp2.97 trillion available, which we can add to if necessary," said Deputy Finance Minister Suahasil Nazara during the State Budget press conference at the Ministry of Finance office on Thursday, December 18, 2025.

He mentioned that this disaster reserve is part of the Emergency Response Fund, which is coordinated by the National Disaster Management Agency (BNPB).

In addition to the disaster reserve, the emergency response fund also includes a ready-to-use fund (DSP). Suahasil stated that the government has increased the DSP allocation by Rp1.6 trillion for disaster management in Aceh, West Sumatra, and North Sumatra.

Furthermore, the government has disbursed a Presidential Social Assistance Fund totaling Rp268 billion to three provinces and 52 regencies/cities. Each regency/city receives Rp4 billion, and each province receives Rp20 billion. According to Suahasil, this fund is directly transferred to the respective regional budgets (APBD) of each regency/city or province.

Meanwhile, for 2026, Suahasil mentioned that the government has budgeted Rp250 billion for DSP and Rp5 trillion for the disaster reserve. These funds can still be increased as needed.

The estimated funds needed for disaster recovery in Sumatra in 2026 amount to Rp51 trillion. "Minister [of Finance] has stated that there will be reprioritization in 2026, utilizing unnecessary spending allocations, which will be reallocated to fulfill the needs of rebuilding the disaster-affected areas," said Suahasil.

Minister of Finance Purbaya Yudhi Sadewa previously stated readiness to reallocate the budget resulting from the spending efficiency of ministries/agencies amounting to Rp60 trillion for the recovery of the impact of the Sumatra disaster. He ensured that the disaster recovery budget requested by the Ministry of Public Works and the BNPB would come from the State Budget.

"When the State Budget is completed at the DPR (House of Representatives), we review all programs of ministries/agencies. It turns out that there are still many unclear programs and meetings. We have reviewed them. Before the disaster, we had already gathered Rp60 trillion from there. So, as soon as it is needed, as stated by the President, we are ready," said Purbaya during a statement at the Presidential Palace in Jakarta, Monday, December 15, 2026, as quoted by Antara.
