
TEMPO.CO, Jakarta - The Indonesian Ministry of Communication and Digital (Kemkomdigi) will hold a virtual meeting with Steam representatives to discuss the implementation of the Indonesian Game Rating System (IGRS), the online game classification system in force in Indonesia.
According to Antara report, the ministry scheduled the meeting with Steam representatives after the inclusion of IGRS rating labels on games on the platform drew attention from social media users.
"So, tomorrow we will have a Zoom meeting. Perhaps there will be clarification from Steam to address the issues on their side," said Sonny Hendra Sudaryana, Director of Digital Ecosystem Development at Kemkomdigi, at the Kemkomdigi office in Central Jakarta, Monday, April 6, 2026.
According to him, Steam is still testing the implementation of IGRS ratings on its platform.
However, instead of reporting its assessment results to Kemkomdigi, Steam directly displays IGRS ratings on games on its platform without going through the government's verification process.
Sonny stated that the IGRS rating labels previously placed on games on the Steam platform were the result of the platform's own assessments, which had not been verified by the government.
According to him, there was an internal miscommunication regarding the direct inclusion of IGRS rating labels on games on the Steam platform.
He explained that official game ratings are listed on the official IGRS website.
Sonny stated that Steam and the Ministry of Communication and Digital Technology do not yet have a memorandum of understanding (MoU) and have not yet integrated the systems regarding the implementation of the game classification system.
"We're actually going to meet in May for the MoU (Memorandum of Understanding) process. Only after the MoU will the API be connected (to the system)," he said.
Sonny stated that Steam has apologized for the issue of including the IGRS rating label on games on its platform.
Steam has also removed the IGRS label from games on its platform and returned to using the international rating system.
The Ministry of Communication and Digital Development is targeting completion of preparations for the implementation of IGRS and system integration with all game distribution platforms by June 2026.
IGRS is an age-based classification system for video games distributed in Indonesia.
The Ministry of Communication and Digital Technology launched the system to protect children from inappropriate content, such as violence or adult-themed content, and to provide guidance for parents in choosing age-appropriate games.
The IGRS classifies games according to age categories: 3+, 7+, 13+, 15+, and 18+.
While the system is designed based on international standards, the government implements a more conservative rating system in line with Indonesian cultural values and norms.
"For example, if there's revealing clothing, it might be rated 15 abroad, but in Indonesia it's 18," said Sonny.
"For example, if there's alcohol or drug use, it's 18 in Indonesia, while in Europe it's 15. So the difference is only two years; Indonesia is more conservative," he added.
Sonny also stated that games containing pornography and gambling elements are prohibited from being distributed in Indonesia.
"If it contains explicit pornography, gambling, or cash-out, it's not worthy of a rating. So it can't be distributed here. It's the same as blocking games in general," Sonny said.
In addition to implementing the IGRS, the government will join the International Age Rating Coalition (IARC) so that domestic game developers won't have to undergo a re-certification process if they want to market their products internationally, and vice versa.
