TEMPO.CO, Jakarta - The Indonesian Ministry of Communication and Digital (Komdigi) has declared that the platform YouTube has not yet met the requirements in Government Regulation Number 17 of 2025 concerning the Governance of Electronic Systems in Protecting Children (PP Tunas).
In response, the Minister of Communication and Digital, Meutya Hafid, stated that the government has imposed initial sanctions on YouTube. "Formally, the sanctions have been enforced on YouTube by issuing the first warning. We are still waiting for the response regarding the steps taken by YouTube," Meutya said in a press conference at her office in Jakarta on April 14, 2026.
She mentioned that informally, YouTube has been in communication with Komdigi and has made limited changes to its platform. "YouTube has actually made slight changes to its display indicating 'possibly 16 years old,'" she added.
However, Meutya asserted that these changes do not yet meet the requirements set by the regulation. "Unfortunately, in Indonesia, the law does not allow for the term 'possibly 16 years old.' So, what we are asking for is full compliance, not just 'possible' compliance from YouTube. However, good communication is ongoing," she explained.
Up to this point, the government has received commitments for compliance from several other digital platforms, namely X, Bigo Live, and all services within the Meta group such as Instagram, Facebook, Threads, and TikTok. Nevertheless, there are still two platforms that have not met these requirements, namely Roblox and YouTube.
"We will continue to provide updates regarding compliance, while also reminding that all other platforms outside these eight have a three-month deadline to submit the results of their self-assessment of risk profiles," she added.
