Tempo.co, Jakarta - The Commission for Missing Persons and Victims of Violence (KontraS) reported 136 instances of police violence and 12 cases of violence by the Indonesian Military (TNI) personnel during the first 100 days of President Prabowo Subianto's administration.
"The culture of violence within the police force, and even the TNI, seems to be becoming more deeply ingrained," said the Coordinator of KontraS' Working Body, Dimas Bagus Arya, in an official statement on Monday, January 20, 2025.
Dimas thinks that the Prabowo and Gibran administrations have failed to make significant improvements in the law enforcement process.
Dimas highlighted four specific incidents of violence involving law enforcement officers among hundreds of cases. These incidents include the shooting of Afif Maulana, a vocational school student, in Semarang; the shooting of a car rental owner in Tangerang by Navy personnel; and an attack on residents of Deli Serdang by soldiers.
Dimas believes that the police have failed to resolve various cases of violence by officers in a transparent and accountable way. For instance, the West Sumatra Police decided to close the investigation into the death of 13-year-old Afif Maulana, who was suspected to have died as a result of police violence.
Dimas stated that there is no provision within the criminal procedural code for a letter to halt an investigation. He explained that an investigation serves as a mechanism to gather initial evidence or information that can support the analysis of an event.
In addition to contradicting procedural law, he argued that suspending the investigation would deny the justice that the victim's family deserves. "This situation is highly anomalous," Dimas stated during the dissemination session of the 100-day work report of the Prabowo administration at the KontraS office in Central Jakarta on Monday, January 20, 2025.
Dimas highlighted the case of Afif Maulana while also raising concerns about the accountability and transparency of the police in the shooting case of Semarang Vocational School student Gamma Rizkynata Oktafandy. The student was shot and killed by Aipda Robig Zanudin, a member of the Semarang Police. Dimas criticized the slow action taken against the perpetrator and noted the lack of adequate support provided to the victim's family.
Dimas expressed regret over the shooting incident that resulted in the death of a car rental business owner in Tangerang, which involved Navy personnel. He believes that the actions of those involved are against the law and should have been addressed through the civilian justice system.
"This effort further encourages impunity, which persists within TNI culture.," he said.
KontraS asserts that the instances of violence committed by the police and the TNI during the first 100 days of the Prabowo administration reflect a lack of seriousness and commitment to improving law enforcement. They emphasize that the absence of accountability in resolving these cases continues to foster the impunity of both institutions.
