TEMPO.CO, Jakarta - North Korea has ratified a mutual defense treaty with Russia signed by the leaders of both countries in June 2024. The state-owned media KCNA on Tuesday, November 12, 2024, reported that the agreement includes provisions for both parties to come to each other’s aid in the event of an armed attack
The report comes amid international criticism of the increased military cooperation between the two countries. North Korea has sent tens of thousands of troops to Russia to support its war against Ukraine.
According to KCNA, North Korean Leader Kim Jong Un signed a decree to ratify the pact on Monday. The agreement will take effect when both parties exchange the ratification instruments.
Russian President Vladimir Putin has also signed the treaty into law, stipulating that both countries must "immediately provide military and other assistance using all available means" if either side is in a state of war.
Kim reached the deal with Putin at a summit in June. He said the agreement was a step to elevate bilateral relations to something akin to an alliance.
Seoul, Washington, and Kyiv say there are over 10,000 North Korean troops in Russia. U.S. officials and Ukrainian defense ministers say some of them have engaged in combat in Kursk, near the Ukrainian border.
Last week, Ukrainian President Volodymyr Zelenskiy stated that North Korean troops had also suffered casualties in combat with Ukrainian forces. He said the first battles between them "open a new page in instability in the world."
