Poor Fuel Quality in Indonesia Affects Public Health, IESR Reports

TEMPO.CO, Jakarta - Senior Analyst of the Institute for Essential Services Reform (IESR) Julius Christian stated that the quality of Indonesian fuel is still very low. The impact is the increasing number of diseases related to air pollution and the financial burden of mitigating them.

"(The fuel quality) is still low, far from what should be used based on the Minister of Environment and Forestry Regulation 2017," Julius said during the analysis presentation on the policy impact of tightening the fuel quality standards held online on Tuesday, November 19, 2024.

Minister of Environment and Forestry Regulation No. 20 of 2017 stipulates that fuel use in Indonesia must comply with Euro 4 standards, one of which has a maximum sulfur content of 50 parts per million (ppm). However, the majority of fuel used in Indonesia, namely RON90 and RON92, still exceed the ppm limit.

RON90 in Indonesia, often referred to as Pertalite, the type of fuel most widely marketed by Pertamina, has not yet met the standard to reach 50 ppm according to Euro 4 standards. On the other hand, other fuels such as Pertamax and Biosolar already have targets to reach 50 ppm.

"If there is an improvement, it will have a direct and significant impact on reducing air pollution and public health," he said.

The forum also presented data on BPJS Kesehatan's (health insurance) claims to the Jakarta Administration for air pollution-related illnesses. It was found that BPJS claims for asthma reached Rp191 billion in 2016-2021. In addition, pneumonia claims reached Rp1.8 trillion during the same period.

Earlier, Rachmat Kaimuddin, Deputy for Infrastructure and Transportation Coordination at the Coordinating Ministry of Maritime Affairs and Investment, said that the government has ordered the production of four-wheel vehicles in Indonesia since April 2018, which are cars with Euro 4 standards. In addition, diesel fuel that has been sold since April 2, 2022, already meets Euro 4 standards.

However, what needs further attention is the standard fuel used by these vehicles. "The standard is not only octane, which often appears as RON 90, 92, not that, but the sulfur," he said on Monday, August 5, 2024.

Fuel with a sulfur content of 50 ppm or equivalent to Euro 4. As for Euro 5 and Euro 6, with sulfur 10 ppm. "If the sulfur content is high, the equipment used to reduce emissions or pollution will not work properly," he said.

Rachmat explained that the quality of the fuel provided by the government is still low, far from the Euro standards used worldwide. The emission standard for four-wheeled vehicles, or Euro 4, is 91 octane and 50 sulfur. As for diesel, the octane number is 51 and the sulfur content of BBM is 50.
