TEMPO.CO, Jakarta - The United States (US) has submitted a draft resolution to the United Nations Security Council (UNSC) and several partner countries to strengthen President Donald Trump's 20-point peace plan for Gaza. The draft includes the formation of the International Stabilization Force (ISF), also referred to as a peacekeeping force.
In its statement, the US mission to the UN confirmed that the resolution welcomes the Peace Council, a transitional governance body for Gaza proposed in Trump's plan, and intended to be directly led by him. The resolution also authorizes the formation of the International Stabilization Force as outlined in the plan.
"Under President Trump’s bold leadership, the United States will again deliver results at the UN — not endless talk," a spokesperson for the US mission said in an official statement, as quoted by TRT World on Wednesday, November 5, 2025.
Involvement of Regional Countries
As reported by Al Arabiya, US Ambassador to the UN Mike Waltz has shared the draft resolution with ten non-permanent members of the UN Security Council and several regional partners, including Egypt, Qatar, the United Arab Emirates, Saudi Arabia, and Turkey.
Several countries have expressed their willingness to participate in the ISF but stressed the need for an official Security Council mandate before deploying forces to the Palestinian territories.
The international force is planned to consist mainly of Arab and Muslim countries to be stationed in Gaza to monitor security while Israeli forces withdraw.
Continuation of the October 10 Ceasefire
The formation of the international force is a key element of the October 10 ceasefire agreement between Israel and the Hamas group, following two years of violence triggered by the October 7 attack.
"The parties have seized this historic opportunity to finally end decades of bloodshed and make the President’s vision of lasting peace in the Middle East a reality," said a spokesperson for the US mission.
Trump's peace plan also includes the gradual withdrawal of Israeli forces from Gaza, the disarmament of Hamas, and the reconstruction of the war-torn Palestinian territories. To date, there is no certainty as to when the draft resolution will be voted on in the Security Council.
