US to Reduce Loan Aid for Ukraine

TEMPO.CO, Jakarta - The United States (US) plans to reduce support for Ukraine after disbursing the remaining G7 loans agreed upon during the Joe Biden administration. This was reported by Politico, citing a European Union diplomat, as reported by TASS.

Washington announced its decision on Monday during an online meeting of G7 finance ministers and heads of leading international financial organizations, such as the International Monetary Fund (IMF), the World Bank Group (WBG), and the Organization for Economic Cooperation and Development (OECD).

The US rejected the European Union's offer to join its plan to use frozen Russian state assets to finance Ukraine.

Meanwhile, the Japanese government on Tuesday denied media reports that it had rejected the EU's request to join a plan to use frozen Russian state assets to finance Ukraine.

"It's completely false," Deputy Finance Minister for International Affairs Atsushi Mimura told reporters, referring to the POLITICO report as reported by Al Arabiya.

"Japan has acted for Ukraine from our national interest," because Japan might one day face a similar situation in East Asia," said Mimura, who oversees currency policy and coordinates economic policy with other countries.

The report stated that Japanese Finance Minister Satsuki Katayama had rejected the use of approximately US$30 billion in frozen Russian assets to provide loans to Ukraine, citing legal concerns.

"Minister Katayama never made such a comment (in the G7 meeting)," Mimura said.

"She told the meeting that Japan in preparing to make specific steps to support (Ukraine)."

On December 2, Politico reported that the G7 European Union countries were urging Japan and the US to seize Russian assets held on their territory.

On December 3, US President Donald Trump announced that Washington would no longer fund Kyiv, but would instead sell the military equipment to NATO for transfer to Ukraine.

In 2024, the G7 countries agreed to a loan of approximately US$50 billion for Ukraine using the proceeds from frozen Russian assets.

According to RIA Novosti estimates, as quoted by Antara, approximately US$34.8 billion had been disbursed as of December 2.

On November 8, the Belgian news agency Belga reported that approximately 140 billion euros of Russian funds could be used as a “reparation loan,” which Ukraine would only have to repay if it received compensation for material damage from Russia.

However, Belgium rejected the plan, fearing legal consequences.

Since Russia launched its military operation in Ukraine in 2022, the EU and G7 countries have frozen nearly half of Russia’s foreign exchange reserves, worth approximately 300 billion euros.

Around 200 billion euros of which are held in European accounts, primarily at Euroclear, a Belgium-based securities depository.
