10 Most Livable Cities in the World 2025

TEMPO.CO, Jakarta - A British media company, The Economist, in collaboration with Economist Intelligence Unit's (EIU), has ranked the most livable cities in the world based on the level of livability each year. The rankings assess the best and worst cities.

The ranking is based on more than 30 factors in five categories to determine the overall livability of the cities. The five categories are healthcare, culture and environment, education, infrastructure, and stability.

As quoted from The Economist, small cities generally have high rankings in the index. Only three cities in the top 20 have a population of more than 6 million. The values of each factor are then compiled and weighed to give a score of 1-100, where 1 is considered intolerable and 100 is considered ideal.

Some major cities are far from being livable. For example, London and New York are ranked 54th and 69th, respectively. This is due to high levels of crime and terrorism threats in these cities. Additionally, traffic congestion is also a common issue. Meanwhile, the world's largest city, Tokyo, is ranked 13th.

On the other hand, countries involved in conflict such as Tehran, Iran, are placed outside the bottom ten, making it impossible to move up the rankings. Military confrontation in the Kashmir border is one of the factors that reduces the stability scores for five Indian cities in the index.

Here is a list of the top 10 most livable cities in the world in 2025:

1. Copenhagen, Denmark: average score 98.0

2. Vienna, Austria: average score 97.1

3. Zurich, Switzerland: average score 97.1

4. Melbourne, Australia: average score 97.0

5. Geneva, Switzerland: average score 96.8

6. Sydney, Australia: average score 96.6

7. Osaka, Japan: average score 96.0

8. Auckland, New Zealand: average score 96.0

9. Adelaide, Australia: average score 95.9

10. Vancouver, Canada: average score 95.8.

The Economist Group reported that Damascus remains the least livable city, despite the potential for significant improvement after the dramatic regime change in Syria in December 2024. Rebuilding the city after years of civil war is a time-consuming task. This is because there is still a significant gap between Damascus' score and the next worst city's score.
