TEMPO.CO, Jakarta - The Taliban leadership in Afghanistan is blaming Pakistan for the unsuccessful negotiation in Istanbul, which was mediated by Qatar and Turkey. The Taliban insists that the previously agreed ceasefire will remain in place despite recent clashes between the two neighboring countries.
As reported by Al Jazeera, the Taliban's negotiations with Pakistan concluded on Friday, November 7, 2025, without any resolution. The talks took place shortly after the Taliban claimed that several Afghan civilians were killed and others injured in clashes along the border with Pakistan.
The two-day negotiations were carried out in good faith. The Taliban hoped that Islamabad could present realistic and implementable demands to achieve a fundamental solution, said Taliban government spokesperson Zabihullah Mujahid in a statement published on social media on Saturday morning, November 8, 2025.
"During the talks, the Pakistani side attempted to refer all responsibilities regarding its security to the Afghan government, while at the same time it did not demonstrate any willingness to assume responsibility for either Afghanistan’s security or its own," Mujahid said.
Mujahid claimed that Pakistan demonstrated irresponsible and uncooperative behavior. No results were achieved from the negotiations.
Mujahid emphasized that the Taliban did not violate the ceasefire and will continue to observe it. The Pakistani government did not react to the statement.
However, Pakistan also confirmed on Friday that the negotiations reached an impasse. No tangible progress has been made as the ceasefire mediated by Qatar remains in effect.
Pakistani Information Minister Attaullah Tarar stated that Islamabad will not support any steps taken by the Taliban government that are not in line with the interests of the Afghan people or neighboring countries.
Pakistan insisted that the Taliban in Afghanistan has failed to fulfill promises made with the international community based on the Doha peace agreement of 2021 to combat terrorism. Pakistan believes that the authorities in Kabul are protecting armed groups, specifically the Pakistan Taliban (Tehreek-e Taliban Pakistan or TTP).
The TTP has carried out numerous deadly attacks across Pakistan. In response, Pakistan has conducted a series of deadly airstrikes in Afghanistan, and there was an explosion in Kabul last month, which the Taliban government blamed on Pakistan.
Mujahid stated that the Taliban will not allow anyone to use Afghan territory to act against any other country. "Taliban will not allow anyone to use Afghan territory against another country, nor will it permit any country to use its territory to take actions against or support actions that undermine Afghanistan’s national sovereignty, independence, or security," he said.
He said that the people of Pakistan are friends and brothers, but Kabul will firmly defend itself against any aggression.
