TEMPO.CO, Jakarta - Bali Regional Police arrested the Director of PT Parq Ubud Partners for alleged involvement in the alleged criminal act of converting agricultural land into villas and spas in the Ubud area, Bali. The suspect is a German man with the initials AF, 53 years old. AF is suspected of building buildings without a permit on sustainable agricultural land and protected rice fields.
"AF carried out the construction of a villa, spa center, and livestock farm on protected rice fields and sustainable agricultural food land," said Regional Police Chief Inspector General Daniel Adityajaya through his official statement, quoted Sunday, January 26, 2025.
AF is not only the Director of PT Parq Ubud Partners. The police said he also serves as Director of PT Tomorrow Land Development Bali and Director of PT Alfa Management Bali.
The police suspect that AF violated Law Number 22 of 2019 concerning the Sustainable Agricultural Cultivation System and/or Law Number 41 of 2009 concerning the Protection of Sustainable Food Agricultural Land.
The area where AF built the building without a permit is known as Kampung Rusia, located on Jalan Sriwedari, Tegallalang, Ubud, Gianyar Regency, Bali. The project has been closed by the Bali Police and the Gianyar Regency Government.
AF's arrest began with a public report received by the Bali Police. The public reported that there were indications of a criminal act of conversion of protected agricultural and rice fields in the form of the construction of a villa, spa building, and farm in Parq Ubud.
Daniel stated that the police had interrogated Parq Ubud on suspicion of this crime. As a result, the company claimed to have 34 certificates of ownership for three businesses in the Parq Ubud area. After investigation, the police found that one of the development zones in this area violated the provisions due to the conversion of agricultural land.
"The results of the investigation concluded that there was an alleged criminal act of conversion of agricultural land and protected rice fields," said Daniel.
The police named AF as a suspect and charged him with Article 109 in conjunction with Article 19 Paragraph 1 of Law Number 22 of 2019 concerning the Sustainable Agricultural Cultivation System as amended by Law Number 6 of 2023 concerning the Stipulation of Government Regulation in Lieu of Law Number 2 of 2022 concerning Job Creation into Law.
