Besides Year-End Bonus, Here is the Civil Servant Salary in Singapore

TEMPO.CO, Jakarta - From December 2024, civil servants in Malaysia will receive a salary increase of more than 13 percent. As reported by Channel News Asia, Prime Minister Anwar Ibrahim said that this salary increase will cost the government RM10 billion per year.

A similar situation is taking place in Singapore. Civil servants in the city-state are expected to receive a year-end bonus of 1.05 months, according to the Public Service Division (PSD). This decision was made as Singapore's GDP is expected to grow from "2.0 to 3.0 percent" to "around 3.5 percent".

Indeed, this bonus is an attractive increase to the Singapore civil servant salary, but how much do they actually earn? Citing multiple sources, here's a look at the civil servant salary in Singapore.

Who are Civil Servants in Singapore?

Before we dive into the salary, let's have a brief introduction to who is considered a civil servant in Singapore.

According to the official website of the PSD, civil servants are part of the Singapore Public Service, which consists of approximately 86,000 officers working in the ministries. They work in various service schemes, including the Administrative Service, Legal Service, Education Service, Police Service, Civil Defence and Accounting Service.

Money Smart adds that most civil servants work in the following government ministries and agencies:

  • Ministry of Communication and Information (MCI)
  • Ministry of Culture, Community and Youth (MCCY)
  • Ministry of Defence (MINDEF)
  • Ministry of Education (MOE)
  • Ministry of Finance (MOF)
  • Ministry of Foreign Affairs (MFA)
  • Ministry of Health (MOH)
  • Ministry of Home Affairs (MHA)
  • Ministry of Law (MINLAW)
  • Ministry of Manpower (MOM)
  • Ministry of National Development (MND)
  • Ministry of Social and Family Development (MSF)
  • Ministry of Sustainability and the Environment (MSE)
  • Ministry of Trade and Industry (MTI)
  • Ministry of Transport (MOT)
  • Prime Minister’s Office (PMO)

In addition, some people often confuse civil servants with people who work in statutory boards such as CPF, IRAS and NParks. In fact, the latter has its own term, namely public servants.

Singapore Civil Servant Salary Range and Pay Grade

Salary information for Singapore's public service is not readily available to the public, but in most cases it is comparable to that of private sector employees.

In addition, your salary as a civil servant is determined by your pay grade under certain schemes. In Singapore itself, the Management Executive (MX) scheme is one of the most common.

So how much do Singaporean civil service earn each month? As highlighted in Seedly, here's a brief look at the starting salary and salary range of the Singapore Civil Service.

Singapore Civil Servant Salary Range

  • MX13 (Entry Level): S$2,800–S$5,500
  • MX12 (Executives): S$3,300–S$6,250
  • MX11 (Middle Management): S$4,800–S$7,700
  • MX11A (Middle Management): S$5,900–S$9,700
  • MX10 (Senior Management): S$7,600–S$12,300
  • MX9 (Directors): S$16,700–S$22,700

Singapore Civil Servant Gross Starting Salary

  • MCI: S$3,500–S$3,800
  • MOE (HQ): S$3,600
  • MOF (Management Executive): S$2,700–S$4,400
  • MFA (Foreign Service Officer): S$5,400
  • MOH: S$3,400–S$3,800
  • MSF: S$3,700–S$4,200
  • MTI (Economist Service): S$4,300
  • MTI (Generic AD): S$3,600–S$3,900

Singapore Civil Servant Bonuses

Civil servants in Singapore receive several bonuses, including the following:

  • Non-Pensionable Annual Allowance (NPAA); this is more commonly known as the 13th month bonus or annual wage supplement.
  • Annual Variable Component (AVC); civil servants receive this bonus based on Singapore's economic performance at mid-year or year-end.
  • Performance Bonus; the amount is based on individual performance.
  • National Bonus; based on four socio-economic indicators with equal weighting.

As of 2024, as mentioned earlier, civil servants in Singapore will receive a 1.05-month year-end bonus. This falls under the category of the AVC. The figure is relatively higher than that of 2023, which shows a payment of 0.6 months.

As for those in grades equivalent to MX15 and MX16, as well as those working in the Operations Support Scheme (OSS), they will receive a one-time payment of S$600. 

With the mid-year payments, civil servants will receive a total of 1.5 months of full-year AVC, while junior grades will receive total payments of up to $850 this year.

The year-end bonus doesn't affect the NPAA as the government will continue to pay the 13th month bonus of one month to all civil servants.
