Ceasefire Signed Between Thailand and Cambodia, ASEAN to Monitor

TEMPO.CO, Jakarta - Thailand and Cambodia have signed an official ceasefire agreement and its implementation protocol after concluding an extraordinary bilateral Border Committee meeting in Kuala Lumpur, Malaysia, Thai Foreign Ministry spokesperson Nikorndej Balankura said on Thursday.

The agreement follows earlier negotiations held the same day between delegations led by the Thai defense minister and his Cambodian counterpart. Senior observers from Malaysia, the United States, and China were present but did not directly participate in the talks, Balankura added.

During the committee meeting in Kuala Lumpur, the Thai delegation was led by Acting Defense Minister General Nattaphon Narkphanit, while Cambodia was represented by Deputy Prime Minister and Defense Minister General Tea Seikha.

"Both sides agreed on the terms of implementation of the ceasefire and improving communication between the two armies," Balankura said during a press briefing in Bangkok, as quoted by Antara.

The documents confirm and elaborate on the terms agreed upon during a July 28 meeting between the two countries’ leaders in Kuala Lumpur.

Under the agreement, both nations have committed to halting the use of all weapons and to ceasing attacks against civilians, civilian infrastructure, and military targets under any circumstances and in all areas.

They also agreed to maintain current troop positions as of July 28, without deploying new forces along the border or conducting patrols toward the other side’s positions.

Captured military personnel are to be released and repatriated immediately following the cessation of hostilities. The remains of those killed are to be returned with dignity and without delay, with assistance from the opposing side.

If any border clashes occur during the ceasefire, both sides are to resolve them through local military negotiations using existing bilateral mechanisms, in order to prevent further escalation.

To support the ceasefire, Thailand and Cambodia have agreed to maintain regular communication between border military units.

A regional border committee meeting is to be held within two weeks, and both countries also committed to direct and ongoing contact between their defense ministers and armed forces chiefs. They further agreed to avoid spreading disinformation.

Monitoring and verification of the ceasefire will be included in the agreement. Both countries are expected to implement the joint understanding reached on July 28, including the formation of an ASEAN observer group led by Malaysia, which currently chairs the organization.

Until a permanent observer group is established, a temporary mission comprising military attachés from ASEAN countries accredited in Thailand and Cambodia will be deployed, Balankura said.

The next bilateral General Border Committee meeting is scheduled for August 7, although the location is still being discussed. An extraordinary meeting may be convened if necessary.

Border tensions between Thailand and Cambodia escalated into armed conflict on July 24, with both sides reporting casualties, including among civilians.

In early August, the two countries announced a ceasefire shortly after a meeting between Thailand's Acting Prime Minister Phumtham Wechayachai and Cambodia’s Prime Minister Hun Manet, mediated by Malaysian Prime Minister Anwar Ibrahim in Kuala Lumpur.
