Ethics Hearing Set for Police Officers Accused of Extorting Couple in Semarang

TEMPO.CO, JakartaTwo police officers accused of extorting a couple in North Semarang are set to face an ethics tribunal. The officers, First Police Adjunct Inspector (Aiptu) Kusno, 46, from the Integrated Police Service Center (SPKT) of Semarang Police, and Second Police Adjunct Inspector (Aipda) Roy Legowo, 38, from Tembalang Police Station, are under investigation.

"The ethics hearing will start soon, pending the finalization of the ethics case documentation," Central Java Police's PR chief, Commissioner Artanto, told Tempo on Monday, February 3.

Artanto stated that the criminal extortion case is being handled by Semarang Police, while the ethics violation case falls under the jurisdiction of the Professional and Security Division (Propam) of the Central Java Police.

"Starting February 2, the two suspects have been placed under special confinement by the Central Java Police's Propam for the ethics trial process," Artanto explained.

He outlined the potential ethical sanctions the officers could face, ranging from a formal apology, demotion, reassignment, and postponement of educational opportunities to the most severe penalties, such as dishonorable discharge (PTDH) or outright dismissal. "The ethics judge will determine the appropriate sanction for the suspects," Artanto added.

Semarang Police identified Kusno and Roy as suspects for extorting two teenagers for Rp2.5 million at Jalan Telaga Mas, Kuningan Village, Semarang. A civilian was also implicated in the incident.

"That information is correct. The case involves personnel from Semarang Police, Tembalang Police Station, and one civilian. In total, there are three perpetrators," Semarang Police Chief, Comr. M. Syahduddi, told Tempo on Sunday, February 2.

He confirmed that Kusno and Roy will face ethical sanctions and have been detained for the next 21 days. In addition to ethical repercussions, they are also facing criminal charges under Article 368 of the Indonesian Criminal Code, which addresses extortion involving threats.

Syahduddi said that the two officers, along with a civilian named S, allegedly extorted MRW (18) and MMX (17) on Friday, January 31, when the three went out for food in the Marina Beach area of Semarang. "They spotted the two victims inside a car in that area and approached them," he said, as reported by Antara.

The suspects then intimidated the victims, threatening them with criminal charges unless they paid. The victims complied and handed over Rp2.5 million. They and their car were later taken to Telaga Mas Road, North Semarang, where they shouted for help from passersby.

The case came to public attention after a video went viral on social media, showing locals surrounding a red car while a woman inside was heard shouting for help. The crowd demanded that everyone in the car exit, at which point two men claimed to be police officers and displayed their IDs and badges.

Following public reports of the incident to the North Semarang Police Station, officers arrived at the scene, a minimarket on Jalan Telaga Mas, where they confirmed the presence of two police officers and a civilian suspected of extorting the couple.

The suspects were immediately taken into custody at North Semarang Police Station and interrogated by the Propam Section of Semarang Police. After a thorough investigation, both officers were confirmed guilty of extortion and officially named suspects.
