Fact Check: False Narrative in Bandung and Cirebon Flood Video

TEMPO.CO, Jakarta - A video claiming that flooding had occurred again in the Bandung and Cirebon regions was uploaded by the TikTok account [archive] on December 7, 2025.

The short video shows rushing river water eroding land, inundating homes, and sweeping away cars. It also shows West Java Governor Dedi Mulyadi buying up all the basic necessities in Padang.

So, is it true that the flash flood in Cirebon was caused by a dam breach in December 2025?

FACT CHECK

Tempo verified the claim using a Google reverse image search, visual analysis, AI detection tool, and credible news reports. The results showed that the video is a collage of several videos from different contexts, including those created using artificial intelligence (AI).

Video 1

This video was uploaded by The Savera Times on August 29, 2025. The flood occurred in Manali, India.

According to the Indiatoday website, heavy rains in Manali City, Himachal Pradesh State, India, caused the Beas River to overflow in late August 2025. The overflow triggered flash floods and landslides that destroyed homes, shops, a hotel, and cut off roads. According to the State Emergency Operations Center (SEOC), at least 156 people died in rain-related incidents between June 20 and August 25, while 38 people are still missing.

Video 2

The next clip, showing a house submerged in floodwater up to the roof, demonstrates an anomaly. Raindrops appear to fall only in the foreground of the video screen. The water, almost reaching the roof of the house, is not rippled at all by the falling raindrops.

Hive Moderation's detection results show a probability score of 89.8 percent for AI use.

Meanwhile, Illuminarty's AI image detection tool shows a 14.1 percent probability that an image was created with AI.

The video clip in this image is from a video uploaded by the YouTube account Kang Dedi Mulyadi Channel with the title "Belanja Bantuan Untuk Warga Terdampak Bencana - KDM Diserbu Warga Padang" (Shopping for Aid for Disaster-Affected Residents - KDM Invaded by Padang Residents), on December 4, 2025. The identical video is from 6:19 to 7:11.

Flooding in Bandung and Cirebon

Flooding occurred in West Bandung Regency on Thursday, December 4, 2025. Heavy rain and strong winds in the afternoon caused roofs to fly off residents' houses in Selacau Hamlet, Batujajar. Meanwhile, heavy rain accompanied by flash floods hit Curugan Hamlet in Mukapayung Village, Cililin District, according to Tempo.

Meanwhile, flash floods in Cirebon City and Cirebon Regency, according to Beritasatu.com, occurred on the evening of January 17, 2025. This incident was triggered by the overflowing Cipager River and the breach of a dike in the upstream area of the river in Kuningan Regency, West Java.

Due to the strong currents, three minibuses were reportedly swept away, while thousands of homes in various areas, such as Watubelah Village, Sumber District, Cirebon Regency, were also submerged. Joint personnel from the Indonesian National Armed Forces (TNI), the Indonesian National Police (Polri), and the Cirebon Regency Regional Disaster Management Agency (BPBD) were deployed to evacuate affected residents.

Cirebon Regency Government data indicates that 2,430 people in five districts were affected by the flooding caused by the breach of the Cipager River embankment.
