How Civil Society Fought the KUHAP Revision

TEMPO.CO, JakartaA few hours before the House of Representatives (DPR) passed the revised Criminal Procedure Code (KUHAP) on Tuesday, November 18, 2025, Bivitri Susanti tried to call Jimly Asshiddiqie, Chair of the Police Reform Acceleration Commission. The lecturer at the Jentera Indonesian Law School hoped Jimly could convince President Prabowo Subianto to delay KUHAP’s ratification.

Bivitri said the idea of contacting Jimly came out of a discussion with the Civil Society Coalition for KUHAP Reform held on Monday night, November 17. She and her activist colleagues had heard the House was about to strike the gavel and legalize the new KUHAP.

But the communication with Jimly did not go as they hoped. Jimly told Bivitri he did not have enough time to speak with President Prabowo about the revised KUHAP. “Pak Jimly said it was too late because we raised it on the very day the House approved the bill,” Bivitri said on Thursday, November 20.

Even so, Jimly Asshiddiqie said he remained open to discussions with Bivitri and civil society about KUHAP’s contents and new ideas for reforming the National Police. “We receive input from various groups almost every day,” Jimly said when asked for confirmation.

President Prabowo appointed Jimly to lead the Police Reform Acceleration Commission on November 7, 2025. The team was formed to overhaul the police force after a string of abuses, including when police handled protests demanding the dissolution of the House in late August. A police vehicle ran over and killed an online motorcycle taxi driver, Affan Kurniawan, in Jakarta during the unrest.
