TEMPO.CO, Jakarta - The Ministry of Energy and Mineral Resources (ESDM) is inviting investors to develop 75 new oil and gas blocks located across Sumatra, Kalimantan, Sulawesi, Papua, and various offshore areas. All blocks are being offered through both assignment mechanisms and regular auctions.
"Currently, nine blocks have been designated to be managed by business entities, and several other blocks will follow suit," said Deputy Minister of ESDM Yuliot Tanjung during the grand launching of oil and gas exploration at the Sheraton Hotel, South Jakarta, on Tuesday, November 25, 2025.
To attract investors, Yuliot stated that the government has strengthened business certainty through the issuance of Government Regulation Number 28 of 2025 concerning Risk-Based Business Licensing, as well as Minister of ESDM Regulation Number 14/2025 governing the cooperation in oil and gas working area management. These regulations are designed to create a more transparent and efficient investment climate.
According to Yuliot, these policies align with the government's target of strengthening energy resilience while achieving a production of 1 million barrels per day (BOPD) by 2029. In addition to opening new working areas, the production increase strategy is being carried out through the optimization of existing fields.
Yuliot stated that the government is currently promoting the identification of new reserves, the implementation of Enhanced Oil Recovery (EOR) and waterflood techniques, and the reutilization of non-operational wells.
"The increase in oil and gas production must be supported by strong infrastructure. The government is constructing transmission and distribution pipeline networks, increasing domestic refinery capacity, expanding storage facilities, and strengthening oil cargo delivery systems," Yuliot explained.
He added that Indonesia possesses significant oil and gas potential, with 128 identified basins. However, only about 20 basins have been developed, leaving vast exploration opportunities in the remainder.
To expedite the utilization of this potential, the government has allocated a special budget for 2025–2026 for 2D and 3D geological surveys. "Our shared vision is clear. By 2029, Indonesia must achieve a production of 1 million barrels of oil per day to strengthen energy sovereignty and support sustainable development," he concluded.
