Jakarta Allocates Rp8 Billion for Embankment Repair at Pantai Mutiara

TEMPO.COJakarta - The Jakarta Provincial Government, through the Water Resources Agency (SDA), has swiftly responded to reports of leakage in the seawall at Pantai Mutiara, Penjaringan, North Jakarta, which recently circulated widely on social media.

Ciko Tricanescoro, Head of the Coastal Rob Control and Development Division of the Jakarta SDA, confirmed that every report of leakage or seepage in the seawall is promptly investigated to prevent further damage.

"[The total budget allocated for the seawall renovation is] around Rp8 billion, Ciko informed Tempo on Monday, November 24, 2025.

Information regarding the leak in the coastal defense at Pantai Mutiara, North Jakarta, has been extensively circulated across various social media platforms.

Videos shared on social media showed the leaking seawall, which was causing water to pool outside the structure. The seepage is suspected to be due to high sea levels rising above the adjacent ground surface.

Alfan Widyastanto, Chair of the Subgroup for Planning in the Coastal Rob Control and Development Division of the Jakarta SDA, stated that their agency conducted field surveys to map out follow-up actions.

"For the seawall at Pantai Mutiara, the Jakarta SDA is currently in the planning stage to build a higher seawall elevation compared to the current one," Alfan said via WhatsApp on Monday, November 24, 2025.

Ciko Tricanescoro explained that constructing a new, higher seawall is part of the ongoing project continuity in coastal areas, specifically at Pantai Mutiara, Kali Blencong, Muara Angke, and several other locations. However, Ciko did not immediately respond to questions regarding the specific height of the new wall needed to accommodate high tides.

Part of the NCICD Megaproject

The construction of the seawall in Jakarta's coastal area is integrated into the National Capital Integrated Coastal Development (NCICD) project, which aims to prevent tidal inundation and coastal flooding.

The Jakarta Provincial Government's portion of the NCICD (Phase A) involves a construction length of 20.9 kilometers. As of May 2025, only about half of this project had been completed, according to a report titled “Tarik-Ulur Proyek Tanggul Raksasa di Utara Jawa,” published on June 8, 2025.

The seawall at Pantai Mutiara specifically belongs to an 11-kilometer construction project initiated by the Jakarta Provincial Government since 2023. This 11-kilometer segment is located across four areas: Muara Angke, Pantai Mutiara, Ancol Barat, and Kali Blencong.

Jakarta Governor Pramono Anung previously stated on June 12 that the seawall in the Muara Angke area and its surroundings is planned to reach a height of about 2.5 meters to accommodate sea levels that can reach 1.8 meters during high tides.
