NATIONAL INFO - Training programs for subdistrict heads and village officials have become a primary focus of the government to strengthen village governance across Indonesia through the Village Governance and Development Strengthening Program (P3PD). This initiative aims to enhance the capacity of village administrations to formulate participatory, transparent, and accountable policies. Deputy at the Ministry of National Development Planning/Bappenas, Tri Dewi Firgiyanti, emphasized that the success of village development largely depends on the competence of officials and community participation in planning processes.
According to Tri Dewi, villages that are active, well-documented, and possess strong governance will create sustainable community welfare. Accountable governance is also deemed effective in reducing poverty and improving human quality of life. “Three ministries are involved in this effort, namely the Ministry of Villages, Disadvantaged Regions, and Transmigration (KemendesaPDT), Ministry of Home Affairs (Kemendagri), and Ministry of Human Development and Cultural Affairs (KemenkoPMK),” she explained. She added that well-documented and active villages would achieve better societal welfare, coupled with improved living standards. “Poverty will be addressed,” she affirmed.
This initiative aligns with the mandate of Law No. 6 of 2014, which grants villages autonomy. This autonomy obligates villages to enhance the quality of planning and development and align policies among villages. However, the increasingly formal and bureaucratic governance of villages poses challenges, as it tends to erode a sense of communal unity.
“There is still a gap in the competence of village officials, and the extended tenure of village heads necessitates training to ensure clear goals that align with supra-village policies,” Tri Dewi stated.
Data reveals that 632 village heads lack formal education, while the majority 42,275 village heads are high school graduates. Meanwhile, 14,927 have completed a bachelor’s degree (Diploma IV/S1), and 7,252 hold master’s or doctoral degrees. This disparity underscores the urgent need for training to improve the competence of village officials.
To foster independent villages, the government has introduced the Village Governance and Development Strengthening Program (P3PD). The program involves five key ministries KemendesaPDT, Kemendagri, KemenkoPMK, the Ministry of Finance (Kemenkeu), and Bappenas to ensure effective implementation.
The Directorate General of Village Governance under the Ministry of Home Affairs leads training sessions for village officials, while Kemendesa-PDTT focuses on enhancing community capacity through village mentoring. This program not only educates officials to be more innovative and accountable but also encourages community members to actively participate in their village development.
The government has also introduced innovative models such as village field schools, digital villages, and digital ambassadors to help villages adapt to contemporary challenges. These measures are expected to maximize local potential and transform villages into independent and highly competitive growth hubs.
With more effective governance, these training programs are anticipated to establish self-reliant villages that contribute significantly to national development. (*)
