Shell Reportedly in Talks to Buy Fuel from Pertamina

TEMPO.COJakarta - Indonesia's Ministry of Energy and Mineral Resources (ESDM) stated that the negotiation between Pertamina Patra Niaga and private sector companies managing Shell gas stations (SPBUs) has reached the final stage. This was conveyed by the Director General of Oil and Gas at the Ministry of ESDM, Laode Sulaeman.

"Vivo did it yesterday. Now, the latest news is that Shell has reached the final stage," said Laode citing Antara, Monday, November 24, 2025. The final stage of the negotiation is a follow-up to the instructions of the Minister of Energy and Mineral Resources, Bahlil Lahadalia, for the fulfillment of fuel supply for private companies that have run out of import quotas.

Currently, there are private SPBU operators who have reached agreements with Pertamina, namely BP-AKR and Vivo. Pertamina has supplied 100,000 barrels of oil to BP-AKR in the first stage, as well as the same volume to Vivo. Meanwhile, ExxonMobil has not submitted a request as they still have stock.

Laode mentioned that Shell has submitted the desired volume to be purchased from Pertamina but has not disclosed the desired amount. "Let's just wait for the (Shell) volume," said Laode.

Shell and BP have been facing fuel stock shortages since mid-August 2025. Vivo gas stations followed suit and ran out of stock since mid-October 2025. By the end of October 2025, the fuel supply at BP gas stations began to recover. The latest update is that the fuel stock for Vivo is also gradually recovering. Thus, there are still Shell gas stations that have not reached an agreement to purchase fuel from Pertamina Patra Niaga.

The President Director & Managing Director Mobility of Shell Indonesia, Ingrid Siburian, conveyed an apology to the affected customers. Shell is making efforts to ensure that the fuel supply can return to normal while ensuring that all procurement procedures and quality standards are maintained.
