TEMPO.CO, Jakarta - Minister of Hajj and Umrah, Mochamad Irfan Yusuf, stated that the flooding and landslides in the provinces of Aceh, North Sumatra, and West Sumatra have affected the plans for the hajj pilgrimage in 2026. Irfan mentioned the possibility of reallocating the accumulated hajj quota of approximately 20,000 seats from these three provinces to other regions.
This implies that prospective hajj pilgrims from the three provinces may fail to depart next year and be on the waiting list for the 2027 pilgrimage. "If, until a certain date, the full payment has not been settled, there is a possibility that we will offer these seats to other provinces and prepare them for 2027," said the man commonly known as Gus Irfan, at the House of Representatives (DPR) complex in Jakarta, on Tuesday, December 23, 2025.
Irfan made these remarks after attending a working meeting with the House Commission VIII on Tuesday, December 23, 2025. One decision resulting from the meeting was the government and House agreeing to extend the deadline for paying the 2026 hajj pilgrimage travel expenses (Bipih) due to disasters in Sumatra.
The Ministry of Hajj previously set the Bipih payment schedule from November 24 to December 24, 2025. However, this payment schedule will be extended until mid-January 2026.
According to Irfan, the achievement level of Bipih payments in the three provinces will form the basis for the government's policy. Therefore, the reallocation of hajj quotas will largely depend on the developments in the situation and conditions.
"It depends on the situation later on. What is clear is that the payment deadline will be extended according to the circumstances," said the politician from the Gerindra Party.
He also mentioned that the total hajj quota for the three provinces is approximately 20,000 seats, with Aceh having 5,426 seats, North Sumatra with 5,913 seats, and West Sumatra with 3,928 seats. The percentage of payments varies, as in North Sumatra, where Irfan mentioned that Bipih payments have reached 60 percent, while in Aceh, it's 51 percent, and in West Sumatra, 69 percent.
Irfan stated that the government is making efforts to ensure the implementation of the hajj pilgrimage according to the specified schedule. However, adjustments to the schedule are possible, especially for areas affected by disasters.
Chair of the House Commission VIII, Marwan Dasopang, mentioned that changes to the policy for implementing the 2026 Hajj pilgrimage can be made while adhering to the law.
"For example, if there is an unabsorbed quota due to a disaster, where will that quota be placed? There must be a legal umbrella for it," said Marwan, on the same occasion with Minister Irfan.
On October 29, 2025, the government and the House set the cost of organizing the 2026 hajj pilgrimage at Rp87.4 million per pilgrim. The cost decreased by Rp2 million from 2025, when it was Rp89.4 million. This cost was also Rp1 million lower than the figure proposed by the Ministry of Hajj, which was Rp88.4 million.
From the total Bipih, each prospective pilgrim only needs to pay Rp54,193,807. The government subsidy, managed by the Hajj Financial Management Agency, will cover the remaining approximately Rp33,215,000.
Thus, the pilgrims will bear 62 percent of the total Bipih, while the government subsidy will cover 38 percent of the cost.
The 2026 hajj season is estimated to begin on April 18, 2026, coinciding with the 1st of Dzulqa'dah 1447 Hijriah.
