TEMPO.CO, Jakarta - The U.N. office for the coordination of humanitarian affairs said on Tuesday, November 19, 2024, that efforts to aid besieged Palestinian residents in various areas in Northern Gaza have been denied or obstructed for over 40 days.
U.N. spokesperson Stephane Dujarric said at a press conference, "that Palestinian residents in the besieged region of Northern Gaza have been struggling to survive."
OCHA reported that 27 out of 31 planned missions to assist residents in Beit Hanoun, Beit Lahiya, and parts of Jabalya were rejected, and four faced significant obstacles.
"As a result, bakeries and kitchens in Northern Gaza Governorate have been forced to close, nutritional support has been suspended, and the refueling of water and sanitation facilities has been completely blocked," said OCHA.
The UN Integrated Food Security Phase Classification (IPC) Famine Review Committee has warned that parts of northern Gaza are facing a life-threatening famine risk and action must be taken within days rather than weeks.
The humanitarian body stated that access to Kamal Adwan, Al Awda, and Indonesia hospitals in Northern Gaza remains very limited amid shortages of medical supplies, blood units, and fuel.
"Our health partner's efforts to deploy international emergency medical teams to enhance capacity have been continuously hindered by Israeli authorities," OCHA said.
For example, the humanitarian body reported that on Sunday, OCHA assisted a mission led by the World Health Organization (WHO), UN Mine Action Service, International Committee of the Red Cross, and Palestine Red Crescent Society to Kamal Adwan Hospital to deliver 10,000 liters of fuel and transfer 17 patients, three unaccompanied children, and dozens of caregivers to Al Shifa Hospital in Gaza City.
"Although the mission also intended to deliver food and medical supplies to Kamal Adwan, the partners said the team had to unload the food at an Israeli military checkpoint before reaching the hospital, and only some medical supplies could be sent to the facility," the office said.
OCHA expressed grave concerns regarding reports of alleged looting by marauders during operations conducted by local Palestinian authorities. OCHA stated that armed looting has become systematic and must be halted immediately.
"It hampers life-saving assistance operations and further endangers the lives of our staff," OCHA said.
OCHA mentioned that delivering humanitarian aid and commercial goods to and within Gaza is crucial to meet the needs of the population, and looting challenges must be addressed. The solution lies in opening more entry points to Gaza and allowing the use of additional internal routes.
Both steps require action from the Israeli occupying authorities.
"Israel, as the occupying power, also bears the primary responsibility to restore public order and security, which should be the top priority. This can be done in various forms, one of which is allowing civilian police in Gaza to operate in line with law enforcement standards," OCHA said.
