A Look Back at Prabowo's Cabinet Reshuffles in 2025

TEMPO.CO, Jakarta - Indonesian President Prabowo Subianto has reshuffled the cabinet four times throughout 2025, targeting strategic posts such as the Ministry of Finance and the Coordinating Minister for Political and Security Affairs.

The first reshuffle was early on in Prabowo's presidency, on February 19. Six officials were inaugurated, and the head of state dismissed Satryo Soemantri Brodjonegoro from his role as Minister of Higher Education, Science, and Technology. He was then replaced by Brian Yuliarto.

Seven months later, on September 8, 2025, Prabowo made a major ministerial reshuffle, appointing Purbaya Yudhi Sadewa as the new Minister of Finance, replacing Sri Mulyani Indrawati.

The head of state also appointed Mukhtarudin as the Minister of Indonesian Migrant Workers' Protection to replace Abdul Kadir Karding. Meanwhile, Ferry Juliantono was entrusted with the role of Minister of Cooperatives, replacing Budi Arie Setiadi.

Prabowo also inaugurated the first minister for the newly-launched Ministry of Hajj and Umrah, Mochamad Irfan Yusuf. Meanwhile, the role of Deputy Minister of Hajj and Umrah was filled by Dahnil Anzar Simanjuntak. In the second reshuffle, several strategic positions, such as the Coordinating Minister for Political and Security Affairs and the Minister of Youth and Sports, were left vacant.

Approximately a week later, on September 17, 2025, Prabowo again inaugurated several officials to fill the previously vacant ministerial positions. Prabowo appointed Djamari Chaniago as the Coordinating Minister for Political and Security Affairs and Erick Thohir as the Minister of Youth and Sports. Dony Oskaria was then appointed as the Acting Minister of State-Owned Enterprises (SOEs)a position left by Erick Tohir.

Less than a month later, Prabowo once again reshuffled the Red and White Cabinet. On October 8, 2025, Prabowo appointed Benjamin Paulus Octavianus as the Deputy Minister of Health and Akhmad Wiyagus as the Deputy Minister of Home Affairs. Prabowo's decision also marked an addition to the Red and White Cabinet's lineup. The role of Deputy Minister of Health is now held by two people, while the Deputy Minister of Home Affairs is held by three people.

On the same day, Dony Oskaria, who previously served as Acting Minister of SOEs, was officially inaugurated as the Head of the State-Owned Enterprises Regulatory Body (BP BUMN). This followed the transformation from ministerial to agency status, in accordance with the revised SOEs Law.

In addition to the ministerial reshuffle, the fourth reshuffle also encompassed changes in other agencies. Prabowo also formed the Executive Committee for the Papua Special Autonomy Acceleration. This committee is chaired by Velix Wanggai, assisted by nine members. On the same occasion, Prabowo also inaugurated ten Ambassadors Extraordinary and Plenipotentiary and one Deputy Ambassador.

First reshuffle, February 19, 2025:

  • Minister of Higher Education, Science, and Technology: Brian Yuliarto replaced Satryo Soemantri Brodjonegoro
  • Head of the Financial and Development Supervisory Agency (BPKP): Muhammad Yusuf Ateh
  • Deputy Head of BPKP: Agustina Arumsari
  • Head of Statistics Indonesia (BPS): Amalia Adininggar Widyasanti
  • Deputy Head of BPS: Sonny Harry Budiutomo Harmadi
  • Head of the National Cyber and Crypto Agency (BSSN): Nugroho Sulistyo Budi

Second reshuffle, September 8, 2025:

  • Minister of Finance: Purbaya Yudhi Sadewa replaced Sri Mulyani Indrawati
  • Minister of Protection for Indonesian Migrant Workers (P2MI): Mukhtarudin replaced Abdul Kadir Karding
  • Minister of Cooperatives: Ferry Juliantono replaced Budi Arie

  • Deputy Head of the National Nutrition Agency (BGN): Sonny Sanjaya

  • Head of the Government Procurement of Goods and Services Agency (LKPP): Sarah Sadiqa
  • Special Advisor to the President for Security, Public Order, and Police Reform: Ahmad Dofiri
  • Chief of Presidential Staff: Muhammad Qodari
