TEMPO.CO, Jakarta - The Traffic Corps of the Indonesian National Police will implement several traffic engineering strategies, including contraflow as well as local and national one-way systems, to manage the anticipated peak of the 2025 Eid al-Fitr return traffic, expected to occur on April 5–6, 2025.
The plan was finalized following a coordination meeting with Jasa Marga, Jasa Raharja, and the Ministry of Transportation.
“The return flow is expected to peak on the 5th or 6th, so we must take strategic measures alongside all stakeholders to manage traffic effectively,” said Inspector General Agus Suryonugroho, Head of the Traffic Corps, in a statement in Jakarta on Thursday, April 3, 2025, as quoted by Antara.
The contraflow will start from KM 70 to KM 47 on the Jakarta-Cikampek Toll Road, and if the traffic is still quite high, it will be extended to KM 36.
"The contraflow from km 70 to km 47 until we extend it at km 36, from this contraflow, we will see traffic counting parameters including the vision ratio that we directly observe in the field," said Agus.
Korlantas will also implement the first phase of local one way from KM 188 Palimanan to KM 70 Cikatama. If the surge of vehicles is still high, the second phase of contraflow scheme will also be applied from KM 246 to KM 188.
"The surge on the 3rd, we will implement local one way, the first phase of local one way we implement from KM 188 Palimanan to KM 70 Cikatama. If on the 4th there is still a significant surge from the east towards Jakarta, we will carry out the second phase of contraflow from KM 246-KM 188," he said.
However, if the surge is still felt until April 5, the local one way will be extended again. Meanwhile, the national one way will be implemented on April 6.
"If there is still a surge, on the 5th we will extend the one way again, maybe from Batang, and possibly from 414. Because on the 6th, the flag out of the national one way will be released by the Chief of Police and the Minister of Transportation, planned for the morning of the 6th," said Agus.
To anticipate the density of the return flow, Jasa Marga will also implement the opening of functional tolls on Jakarta-Cikampek (Japek) II South, from Sadang to Delta Mas at KM 34. "That will also be parameters for us to carry out contraflow from KM 70 to KM 36 and so on, we will do later," said Agus.
Meanwhile, the Sustainability Management & Corporate Communications Dept. Head of Astra Tol Cipali, Ardam Rafif Trisilo, said that the toll tariff discount is part of an effort to anticipate the density of the vehicle volume.
He explained that the implementation of one-way traffic and the toll discount on the Cipali Toll Road are measures to ease congestion caused by high traffic volumes.
Astra Tol Cipali is offering a 20 percent toll discount to encourage travelers to return earlier and reduce vehicle buildup. The discount is valid from Thursday, April 3, 2025, at 5:00 AM until Saturday, April 5, 2025, at 5:00 AM.
The offer applies only to vehicles traveling continuously from Semarang (via the Kalikangkung Toll Gate) to the Main Cikampek Toll Gate.
Ardam reported that between midnight and 9:00 AM, approximately 26,500 vehicles traveled through the Cipali Toll Road from Cirebon to Jakarta as part of the Eid al-Fitr return flow.
This marked an 87 percent increase compared to the traffic volume during the same hours the previous day.
