
TEMPO.CO, Jakarta - The founder of survey institution KedaiKOPI, Hendri Satrio, suggested that Indonesian President Prabowo Subianto's 3 million houses program could be utilized to resettle residents living in areas prone to flooding.
According to Hensa, a nickname for Hendri, Prabowo's flagship program could be a long-term solution to reduce the recurring impact of floods that have frequently hit several regions in Indonesia, such as Jakarta and Bekasi.
He also highlighted the persistent flooding in residential areas, questioning the process of granting construction permits in these areas.
"There should be a re-evaluation of these permits. A comprehensive audit is needed to understand why there are housing developments in flood-prone areas, for example, in areas that are affected if the embankment breaks. As a result, there are many casualties and losses every time a flood occurs," said Hensa in a written statement on Wednesday, March 5, 2025.
Hensa advised that Prabowo's 3 million houses program should not only focus on providing new housing but also be used to relocate residents living in flood-prone areas.
"Could a portion of the 3 million houses be allocated to people whose houses are always flooded whenever there is heavy rainfall? This could be a strategic step," he suggested.
However, he emphasized that relocation alone is not enough to resolve the flooding issue. He recommended that relocated residential areas should be demolished and their function changed to water absorption areas, such as lakes or ponds.
"After residents have new houses, the old flood-prone areas should be demolished. Turn it into a lake, for instance, Galaksi Lake or Nusa Indah Lake," said Hensa. "So, in addition to solving the flood problem, we will also create useful open spaces," he explained.
Hensa hopes the government will consider this suggestion when formulating spatial planning and disaster management policies. He also urged for a comprehensive evaluation and management of the housing development to prevent similar incidents from recurring.
"The permits should really undergo an audit first to understand why they were issued even though the areas have the potential for flooding," he said.
Flooding has affected several areas in Jakarta, Bogor, Depok, Tangerang, and Bekasi or Greater Jakarta since Monday, March 3, 2025. Moderate to heavy rain has poured across the Greater Jakarta area from Sunday afternoon to Tuesday dawn.
The Jakarta Regional Disaster Management Agency (BPBD) noted that 85 neighborhood units (RT) remain submerged. The affected areas include West Jakarta, South Jakarta, and East Jakarta, with the most severe flooding recorded in South Jakarta.
The floodwater originated from Bogor, West Java, exacerbated by high rainfall since Sunday evening, March 2, 2025, until Tuesday night, and the overflow of the Pesanggrahan River, Krukut River, Ciliwung River, and Angke River.
Meanwhile, the Coordinating Minister for Human Development and Culture, Pratikno, stated that an audit will be conducted on the infrastructure concerning the floods in Greater Jakarta.
