Bali Eyes 6.5 Million Foreign Tourist Arrivals in 2025

TEMPO.CO, JakartaThe Bali Provincial Government has set a target of attracting 6.5 million foreign tourists in 2025. This is a slight increase compared to the estimated 6.3 million foreign tourist arrivals in 2024.

“Our target for this year is a range of 6 million to 6.5 million foreign tourist arrivals, and 10 million to 10.5 million domestic tourist arrivals,” said Tjok Bagus Pemayun, Head of the Bali Tourism Office, in Denpasar on Tuesday, January 21, 2024.

According to him, the target is realistic, considering the number of foreign tourist arrivals in the previous year. 

He acknowledged that direct flight arrivals in 2024 fell short of the government's initial target. However, he noted that a significant number of foreign tourists enter Bali through domestic gates or the Gilimanuk Port, which are not captured in official direct flight arrival figures.

“[The official count of] 6.3 million are direct flight arrivals. We haven’t counted those getting off in Jakarta or Gilimanuk, those using domestic flights. I believe the target of 7 million foreign tourist visits has been achieved based on an estimated 2,000 arrivals per day,” he explained.

Challenges in 2025

Last year's number of tourist visits exceeded the pre-pandemic figures. This means that Bali tourism which was paralyzed during the COVID-19 pandemic has recovered. However, several challenges remain in 2025. These include addressing congestion, waste management, and land conversion issues that impact foreign tourist experiences.

Tjok Pemayun highlighted the need for stricter enforcement of existing regulations to address these challenges. He emphasized the importance of collaboration between the government and tourism stakeholders to effectively implement and synchronize tourism development initiatives.

3B Tourism Package

Previously, the government launched the 3B tourism package to address Bali's tourism problems. This package, which includes Banyuwangi, North Bali (Buleleng), and West Bali (Jembrana), is expected to reduce the density of tourists in the southern Bali area. 

“The concentration of tourism activities in South Bali, which is evident from massive business activities, congestion, traffic jams, and rapid development. Bali is not only in the South, but there are also East, North, and West Bali,” Tjok Pemayun concluded.
