TEMPO.CO, Jakarta - Indonesia records a 638 percent surge of self-reporting citizens in Cambodia in 2023, the Foreign Ministry reports. The Indonesian Embassy in Phnom Penh reports that 2,332 individuals self-report themselves to the embassy in 2020. This number jumps to 17,212 individuals in 2023.
However, this figure does not reflect the actual number of Indonesian citizens living in Cambodia, because according to local authorities, there are approximately 123,000 Indonesians entering the country per September 2024. Cambodian immigration also reported 89,000 Indonesian citizens holding residence permits in the Southeast Asian neighbor of Indonesia.
"There is a significant disparity between Cambodia’s immigration data, which shows 89,000 individuals with residence permits, and the self-report data, which stands at mer 17,212," said the ministry’s Director of Citizen Protection, Judha Nugraha, at a press conference in Jakarta.
Judha also revealed that the Indonesian Embassy in Phnom Penh handled 2,321 legal cases involving Indonesians this year, with 77 percent related to online fraud.
He added that there is an increasing trend of Indonesians voluntarily working in the online gambling industry abroad, particularly in Cambodia. This is evident from the growing boldness of fraudsters and online gambling organizations openly offering jobs as online fraud operators with attractive salaries ranging from US$1,000 to $1,200.
These organizations used to offer fake employment opportunities to lure people.
"Clearly, there needs to be a coordinated effort among all stakeholders in Indonesia to prevent this issue from spreading further in society," said Judha.
Judha said there is a rising tendency to normalize online fraud as the new livelihood among Indonesians. According to him, several families of the Indonesian citizens employed as online gambling operators acknowledged that members of their families left for Cambodia with these job offers.
Thus, Judha stresses the urgency of immediate and coordinated steps to curb online gambling from all stakeholders. The ministry, he said, will also keep up with the surges of Indonesian citizens self-reporting to the embassy in Cambodia.
