TEMPO.COJakarta - Senior Hamas official Osama Hamdan reiterated on Wednesday that Palestine rejects any form of foreign guardianship over Gaza. He stated that any international peacekeeping forces deployed to the region should be restricted to border duties and preventing Israeli attacks, without interfering in internal governance.

Speaking to Al Jazeera, as reported by the Jordan Daily, Hamdan responded to Indonesia's announcement regarding the potential deployment of thousands of troops as part of stabilization forces in Gaza.

He stated that Hamas has been in direct communication with Jakarta, emphasizing that any foreign forces must remain neutral and not act in ways contradictory to the Palestinian will or serve as a substitute for the Israeli occupation.

Hamdan mentioned that Indonesian officials assured Hamas that their role would be limited to separating Israeli and Palestinian forces and preventing aggression.

He also dismissed reports of Hamas disarmament, stating that Palestinian arms are linked to the end of the Israeli occupation and will not be surrendered until the establishment of an independent Palestinian state with Jerusalem as its capital.

The previous day, the Indonesian Ministry of Foreign Affairs conveyed that Indonesia was preparing to deploy security forces to Gaza, Palestine, through the International Stabilization Force (ISF).

Spokesperson for the Indonesian Ministry of Foreign Affairs, Vahd Nabyl A. Mulachela, stated in Jakarta, as quoted by Antara, "Indonesia is indeed preparing [for the deployment]. But the timeline is not yet definitive, albeit the process is underway."

He mentioned that the deployment of security forces to Gaza requires coordination not only internally but also with foreign parties. "The Foreign Affairs Ministry and all relevant agencies are working together to oversee President [Prabowo's] mandate," he added.

The Ministry's spokesperson also emphasized that Indonesia's involvement in the ISF is more focused on the humanitarian aspect and does not involve disarmament.

Earlier, Israeli media reported that on-site preparations had begun for the deployment of Indonesian troops in Gaza as part of the ISF.

The Israeli media quoted sources familiar with the information, estimating that the troop deployment could involve several thousand soldiers, including initial planning and logistical preparations. On November 17, 2025, the UN Security Council adopted a resolution in support of establishing an international stabilization force (ISF) in Gaza, Palestine.

Resolution 2803, designed by the United States (US), garnered support from 13 council members. Russia, which submitted a competing resolution, chose to abstain, as did China.

The resolution authorizes UN member states and the Board of Peace (BoP) to establish a temporary ISF in Gaza under unified command, with contributions from participating countries' troops, and the authority to take necessary measures in accordance with international law.

According to the resolution, the ISF's tasks include assisting in securing border areas, stabilizing the security environment in Gaza by ensuring the demilitarization process in the Gaza Strip, protecting civilians, and coordinating with relevant countries to secure humanitarian corridors.

The ISF operates under the strategic guidance of the BoP and will be funded through voluntary contributions from donors, as well as BoP and government funding sources.
