Senior Diplomat at Indonesian Embassy in Nigeria Suspected of Sexual Assault, Victim Suffers Severe PTSD

TEMPO.CO, Jakarta - A former employee at the Indonesian Embassy in Abuja, Nigeria, has filed a petition with several authorities and the Indonesian Embassy (KBRI) in Nigeria over serious allegations of alleged sexual violence committed by the Indonesian Ambassador to Nigeria, Usra Hendra Harahap.

The petition was filed by the victim's legal team, BOWYARD PARTNERS, with the title 'Urgent request for intervention in cases of sexual violence, intimidation and unilateral termination of employment'. The petition was submitted to several parties, including the Ministry of Foreign Affairs, the Indonesian Embassy in Nigeria and the Police in June 2024.

The victim's identity has not been published for reasons of privacy and security. Quoted from nigeriaworld.com, the sexual violence allegedly occurred when the victim was carrying out her duties at the Indonesian Embassy in Abuja, Nigeria. Ambassador Usra made inappropriate physical contact with the victim. This incident has caused the victim to be very psychologically traumatized to the point that she returned to Jakarta to receive professional counseling and moral support.

Psychological evaluation has been conducted by a psychologist at the Indonesian Ministry of Foreign Affairs and diagnosed the victim as having severe Post-Traumatic Stress Disorder (PTSD). Not only that, the victim also suffered from depression and anxiety disorders.

The victim's legal team said that based on a number of counseling results, the victim had suffered long-term psychological injuries due to the sexual violence incident she experienced. The victim admitted that she had been a victim of victimization and retaliation at work which she believed was an attempt to corner her and force her to leave her position. The retaliation referred to by the victim included excessive supervision, negative performance appraisals, and even layoffs which she said were due to injustice.

Spokesperson for the Indonesian Ministry of Foreign Affairs Roy Sumirat on Monday, December 30, 2024, explained that regarding this issue, the Indonesian Ministry of Foreign Affairs had followed up on the victim's report seriously in accordance with applicable legal provisions. The Indonesian Ministry of Foreign Affairs will continue to communicate with all relevant parties to find the best solution.

"The Indonesian Ministry of Foreign Affairs has provided psychological assistance for the staff concerned (the victim) while continuing to complete and follow up on the results of the report in question," said Roy to Tempo.

Roy ensured that he had reminded all levels of employees of the Indonesian Ministry of Foreign Affairs to always comply with the code of ethics and high standards of professionalism in carrying out their duties and would not tolerate behavior that contradicts the principles of diplomatic ethics.
