KontraS Reportedly Terrorized After TNI Law Protest, House Speaker: File Police Report

TEMPO.CO, JakartaDeputy House Speaker Sufmi Dasco Ahmad suggested the Commission for Missing Persons and Victims of Violence (KontraS) report the alleged intimidation experienced by several of its members after disrupting a closed parliament meeting discussing the revision of Indonesian Armed Forces (TNI) Law.

He did not say much about the alleged incident, as he did not know who the perpetrators were. “Just report it to authorities if you feel disturbed (by the alleged intimidation),” Dasco said in a press conference at the Senayan Parliament complex on Monday, March 17, 2025.

Several KontraS members who disrupted the TNI Law revision meeting at Jakarta’s Fairmont Hotel were reported to the Jakarta Metro Police by the hotel’s security unit.

Based on information received by Tempo, the report was based on several legal bases, including Article 170 of the Criminal Procedure Code; Article 335 of the Criminal Procedure Code; and Article 406 of the Criminal Procedure Code.

The KontraS members were also seen as disruptive and infringed upon the meeting participants’ constitutional right to convene under Article 18 of Law Number 9 of 1998 concerning Freedom of Speech in Public.

The Head of Public Relations Division of the Jakarta Metro Police, Adjunct Senior Commissioner Ade Ary Syam Indradi, confirmed the police report. "Correct," Ade said in a brief message on Sunday, April 16, 2025.

But Adi has yet to respond to further inquiries by Tempo.

In addition to being reported to the police, the KontraS office on Jalan Kramat II, Kwitang, Central Jakarta, was also visited by three unidentified individuals at midnight on Sunday.

Deputy Coordinator of the External Division of KontraS Andrie Yunus said that there were three unknown men who repeatedly rang the bell without purpose. Andrie is one of the board members who disrupted the UU TNI meeting.

"We asked where they were from. One man in black then answered 'from the media' while continuing to ring the bell on our gate," Andrie said.

At almost the same time, Andrie also received three phone calls from an unknown number between 00:00 a.m. and 00:15 a.m. local time.

Andrie believes the three men were sent to terror KontraS after they “criticized the legislative process of revising the TNI Law."

The Civil Society Coalition protested and rejected the potentially harmful revision of TNI Law, as it could bring back the military dual function by integrating military members into civilian posts.
