TEMPO.CO, Jakarta - The Investigation Team from the West Sumatra High Prosecutor's Office has seized immovable assets from suspects involved in corruption related to the land acquisition for the Padang-Pekanbaru Toll Road, specifically the Padang-Sicincin segment, in 2020. This asset seizure occurred on Wednesday, December 11.
"Our investigators are doing all possible efforts to reclaim the financial losses suffered by the state due to this corruption," M. Rasyid, head of the Legal Information Section at the West Sumatra High Prosecutor's Office, said in Padang on Saturday, December 14, as reported by Antara.
The court has authorized the seizure of these assets, which are located in Padang Pariaman Regency, West Sumatra. "The assets in question were seized from two suspects identified only as B and Z," M. Rasyid added.
The confiscation included a 300-square-meter land in Nagari Kepalo Hilalang and a 400-square-meter land with a chicken coop in Nagari Parit Malintang from suspect B. A futsal field building in Nagari Parit Malintang was also confiscated from suspect Z.
M. Rasyid asserted that the investigation team will continue to track and trace more assets to further recover the losses incurred by the state.
The investigators from the West Sumatra High Prosecutor's Office have designated 12 suspects in this corruption case, however, one of them has passed away.
One of the suspects, Sy, is the Head of Land Procurement Implementation (P2T), of which another suspect, Y, is a member. Both Sy and Y are officials from the National Land Agency/Badan Pertanahan Nasional (BPN/ATR). The other nine suspects are residents who received land compensation: namely M, B, Z, AM, MN, A, S, S, and Z.
All suspects are charged with violating Article 2 paragraph (1), in conjunction with (Jo) Article 18 of Law Number 32 of 1999 concerning the Eradication of Corruption Crimes, in conjunction with Article 55 paragraph (1) first clause of the Criminal Code. Subsidiarily, they are charged under Article 3 in conjunction with Article 18 of the Corruption Crime Law, in conjunction with Article 55 paragraph (1) first clause of the Criminal Code.
The naming of these 12 suspects was part of the second investigation by the West Sumatra Attorney General's Office into the same project. The previous investigation named 13 suspects, all of whom have since been convicted and are serving prison sentences.
The case began with the land acquisition project for the construction of the Padang-Pekanbaru Toll Road, specifically the Kapalo Hilalang-Sicincin-Lubuk Alung-Padang section, in Padang Pariaman Regency in 2020. The government then set aside funds to compensate the land affected by the toll road construction.
During the land acquisition process, the suspects continued the land acquisition process for the Padang-Pekanbaru Toll Road project four times in February and March 2021, despite the fact that the Assistant III of the local government had already issued a notice stating that the land to be compensated was a government asset and did not belong to individuals.
The suspects' actions have incurred a Rp27 billion financial loss to the state, according to the audit results of the Financial and Development Supervisory Agency (BPKP).
