Shaggydog Band Urges Yogyakarta Govt to Issue Regulation Banning Dog Meat Trade

TEMPO.CO, Yogyakarta - The Yogyakarta-based band Shaggydog and a number of animal lovers activists Dog Meet Free Indonesia (DMFI) visited the office of the Special Region of Yogyakarta Governor, on Tuesday, November 25, 2024. They urged the Special Region of Yogyakarta (DIY) Government to immediately draft a Regional Regulation (Perda) regarding the prohibition of dog meat trade.

'We have been waiting for 10 years for the regulations prohibiting dog meat trade in Yogyakarta to be issued,' said Shaggydog personnel who was present, Bandizt, during the action.

Shaggydog's Concern About Dog Meat Trade

The bassist of Shaggydog stated that dog meat trade, especially in Yogyakarta, is increasingly disturbing. Based on data collected by them together with animal lovers activists, thousands of dogs are slaughtered every month in the DIY area to be sold for their meat.

'This is a continued action because so far the local government has not followed up,' said Bandizt who was accompanied by other members of Shaggydog during the action, namely the keyboardist, Lilik, and also the drummer, Yoyo.

Activist from the animal care community Dog Meat Free Indonesia (DMFI), Elsa Lailatul disclosed data during the action. According to her, there are around 6,500 dogs in DIY that are slaughtered for their meat consumption every month. She said this number has quadrupled in the last decade.

'Ten years ago we noted that there were around 1,400 dogs slaughtered every month in DIY, but now we estimate that there are around 6,500 dogs slaughtered each month,' said Elsa.

Safeguarding the Formation of Regulations Prohibiting Dog Meat Trade

Elsa mentioned that Yogyakarta area is suspected to be the third highest area for dog meat consumption on Java Island after Solo and Jakarta. 'Therefore, we urge the DIY Regional Government to immediately issue regulations prohibiting the dog meat trade,' she said.

Shaggydog's keyboardist, Lilik, stated that they will continue to monitor the formation process of the regulation. 'This regulation is also an effort for DIY to be free from rabies and to realize animal welfare, we hope it is not just mere rhetoric,' he said.

Meanwhile, the Economic Administration Bureau and Natural Resources of the DIY Regional Secretariat, Yulia Hernawati, who met with the demonstrators, stated that the Governor of DIY, Sri Sultan Hamengku Buwono X, has issued a Circular Letter (SE) regarding dog meat trade. However, because the policy product is in the form of a circular letter, it is merely a suggestion. In other words, there are no binding sanctions in case of violations in the field.

It is different if the regulation is in the form of Perda which has legal power and serves as a reference for the DIY Regional Government to enforce. 'We will strive to expedite the drafting of the regulation (prohibition of dog meat circulation) by involving various parties,' said Yulia.

Yulia mentioned that the DIY Regional Government, after coordinating with relevant regional apparatus, essentially supports the existence of more binding regulations on this matter. 'We hope the process of drafting the regulation can start from submitting to the Legal Bureau, drafting the Academic Text, and proposing to the DIY Regional People's Representative Council (DPRD) faster,' she said. According to Yulia, since the 2025 Regional Regulation initiative has been established, the process of proposing regulations regarding the prohibition of dog meat trade is projected to be at least two years earlier.
